DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Under the direction of the Deputy Director for the Houston Permitting Center (HPC), this position oversees various management support functions of Business Services:  budget preparation, implementation, and monitoring, performance monitoring and reporting, procurement, open records, customer assistance, and permit sales.  This position will also oversee common support functions supporting Building Code Enforcement and Office of the City Engineer.  This position ensures and applies a customer focused approach while directing the management, coordination, implementation, and administration of these support functions.  Duties to fulfill these responsibilities include overseeing staff and resources, developing and implementing policies and procedures toward achievement of goals and objectives, and collaborating with other senior management to resolve issues and accomplish the Division's and Department's overall missions.
 
The Assistant Director will:

  • Provide leadership and financial recommendations to management services in creating and monitoring a multimillion dollar budget
  • Oversee building operations including facility maintenance and security
  • Be responsible for implementing policies and procedures to increase customer service
  • Serve as the liaison for HPC with other city departments (included but not limited to: HPD, HFD, ARA and Health) located within the facility
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc.
 
This is a Houston Public Works Emergency Management position at the Tier III Level.

Duties

EDUCATIONAL 
Requires a Bachelor's degree in Business Administration, Public Administration, Accounting or a field closely related to the duties of the position.

EXPERIENCE 
Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity. Additional professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

LICENSE
A valid Texas Driver's License in compliance with the City of Houston's policy on driving (A.P. 2-2).

Qualifications

Applicant must be able to interact well with elected officials, other government representatives, consultants and the general public and must possess excellent oral and written communication skills. A graduate degree or completion of significant extent of formal education through a program related to environment, public administration or water resources management is preferred. An advanced degree in Business Administration/Law/Public Administration or Engineering is preferred.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
