General Statement of Duties

DEFINITION

Performs a variety of journey-level clerical bookkeeping tasks according to established bookkeeping and accounting principles and procedures. Re¬ceipts, balances and deposits payments made by the public and other agen¬cies. Maintains accounts and prepares financial related reports for a variety of depart¬mental functions.


DISTINGUISHING CHARACTERISTICS

Positions assigned to the Accounting Clerk classification perform journey-level clerical bookkeeping work and are distinguished from the Senior Accounting Clerk classifi¬cation by the level of complexity of assigned tasks and required experience.


SUPERVISION RECEIVED AND EXERCISED

Receives supervision from a supervisor in one of various classifications.

May exercise lead direction over lower classifications.

Examples of Duties Performed - Duties may include but are not limited to the following

Maintains accounts by coding, processing and posting payables and receiv¬ables. Prepares revenue and budget reports and balances reports against actual income and expenses.

Audits financial records for accuracy, posts and reconciles journals, and registers logs or other records on a daily or periodic basis.

Assigns and processes accounts payable/receivable and purchase orders based on documentation, invoices and/or statements. Follows-up on delin¬quent accounts consistent with law and procedure.

Tracks capital project transactions and balances project activities with General Ledger; researches and reconciles discrepancies. Produces related reports as necessary.

Calculates, posts and verifies data to produce regular or special summaries; balances reports or other records.

Accumulates and classifies data from varied sources to make summary reports as required; reviews data to determine variances and similarities. Verifies completed summaries against source documents which may involve statistical tabulations and calculations. Retrieves data from City computer systems for report generation.


Responds to a variety of departmental and public requests for information relative to assigned function; provides requested information or service when authorized or refers to appropriate individual for response.

Key strokes and edits correspondence, reports and statistical information using a computer. Performs other support activities such as coordinating and scheduling bidding, preparing and tracking contracts, and processing applications.

Coordinates department payroll reporting; processes and reconciles time sheets; prepares, balances and reviews related reports for accuracy. Tracks contract premiums, overtime and other pay; posts and calculates payments.

Assists in developing procedures and reporting formats to establish or improve specific accounting processes,

Actively supports and respects diversity in the workplace.

Performs other related duties as assigned.

Qualifications

Knowledge of:

Double entry bookkeeping principles and practices.

Governmental bookkeeping practices.

Office administrative support work and methods.

Spreadsheet development and procedures.

Ability to:

Operate standard office equipment such as calculator, personal computer, and multiple functional devices.

Read, understand and apply ordinances, laws, policies and procedures applicable to scope of work.

Organize and prioritize work to meet deadlines and demands of workloads with a minimum of supervision while maintaining accuracy and attention to detail.

Develop recommendations to improve routines and procedures in area of assignment.

Communicate effectively with other employees, agencies and the general public using courtesy, tact and diplomacy.

Establish effective working relationships with employees and other agencies.

Skill to:

Apply bookkeeping and fundamental accounting principles to establish and maintain account records and prepare financial reports.

Experience and Training Guidelines - Any equivalent combination of educa¬tion and experience which provides the applicant with the knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:

Experience:

Two years of bookkeeping experience, preferably in municipal government.

Training:

High school diploma or G.E.D.

One year college or vocational courses in bookkeeping and business pre¬ferred.

License or Certificate:

None.

WORKING CONDITIONS

Work in this class is done generally in an office environment. May be required to sit, keyboard, write, hear and speak for extended periods. Work includes operating a variety of office equipment. Work activities may include bending, stooping, and kneeling. May be required to lift up to 25 pounds.

Representation
Employees in this classification are represented by American Federation of State, County, and Municipal Employees (AFSCME), and their salaries are subject to a monthly payroll deduction after 31 days of employment.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.
