Under limited supervision completes either: (1) the maintenance, classification, analysis and reporting of financial data; or (2) internal auditing of a financial or operational nature which includes assisting in establishing internal control procedures and assuring continuing compliance with existing procedures and regulations.


Distinguishing Characteristics:


Responsibilities at this level typically include a major segment of a large scale, complex accounting system of a major department; or responsibility for the maintenance of the financial records associated with a moderate size department operation in compliance with federal, state and internal management reporting requirements. Duties may involve verification of invoices, examination of payments, confirmation and other standard audit procedures, working with management to develop adequate financial/accounting controls and monitoring complex accounting procedures. May have supervisory responsibility that includes nonprofessional and/or professional accounting staff.


Job Functions (Duties/Responsibilities): 

  1. Serve as a liaison with county departments, government agencies, external auditors, or vendors to provide leadership or coordinate efforts to complete accounting related tasks, and resolve problems and issues.
  2. Plan, lead or participate in extensive/complex/unique special projects and provide assistance to departments in matters relating to accounting, audit or other topics.
  3. Prepare, analyze, or reconcile complex financial statements and information and/or supervise these tasks.
  4. Advise executive management regarding modification or development of accounting systems, methods and procedures.
  5. Verify compliance with procedures and the accuracy of complex accounting and other financial information.
  6. Advise county leaders on ethics and compliance topics.
  7. Prepare or approve complex and specialized journal entries, transaction, or reconciliations. 
  8. May hire, train, and evaluate staff; may supervise and review the work of employees engaged in accounting or auditing related activities.
  9. Participate in departmental decisions regarding future financial activities, budget planning, and budget preparation.
  10.  Adhere to and assist in the development of procedures to be used to ensure consistency of work product, communication, and reporting; oversee and support internal systems and processes for management of projects/employees.
  11. Apply accounting procedures or conduct procedural studies to analyze or solve complex and unique accounting problems involving information systems.
  12. Plan and coordinate the implementation of new systems and procedures.
  13. Supervise a complex segment or sub-system of a financial reporting system, including designing, installing, analyzing or monitoring various information systems within departments or divisions.
  14. Plan, conduct, and/or supervise complex accounting and information systems, and/or audits of these. Manage all aspects of these audits including planning, design of audit programs, fieldwork, workpaper review, audit programs and audit reports. 
  15. Identify and document exceptions to routine and complex audit tests, develop the findings and work with auditee on expectations regarding corrective action plans, and/or supervise team members performing these tasks.
  16. Review and approve work papers and conclusions of less experienced audit team members; mentor audit team members on evaluation of exceptions to audit tests, in the development of findings and corrective action plans, and in professional standards and/or compliance requirements.
  17. Ensure audit programs include procedures to evaluate compliance with various legal and professional requirements.

Education and Experience:


One of the following:

  • Bachelor's degree in accounting, business administration with an emphasis in accounting or other specialty area related to the position plus four years of experience as an accountant or auditor, two of which are in a functional area of accounting, auditing, or financial management related to the position.
  • Note: Additional position-related professional experience may be substituted for the required education on a year-for-year basis.

Knowledge, Skills, and Abilities:


Knowledge of: generally accepted accounting principles, theories and procedures; auditing standards and procedures; federal/state compliance requirements; financial applications, including Excel, Word, and accounting system/audit management software.


Ability to: identify non-compliance or opportunities for improvement; evaluate difficult accounting problems and analyze and interpret complex accounting records; adapt accounting procedures to a variety of situations; prepare or supervise the preparation of complex financial reports; evaluate accounting records and controls to determine noncompliance with laws, regulations and established procedures and to detect and explain irregularities; plan, assign and supervise the work of a staff engaged in routine or complex accounting/auditing activities; evaluate difficult and complex accounting problems and analyze and interpret complex accounting records; communicate effectively and professionally with all levels of management; establish positive working relationships with staff, clients, vendors, and the public; maintain objectivity and integrity in all work; use good judgement in evaluating situations and making decisions; understand and follow complex written and oral instructions; provide project leadership to audit team.


Skill in: using personal computer applications for financial/mathematical calculations.
