Basic Function

BASIC FUNCTION:
To participate with teams of Department of Information Services staff and client department personnel to provide advanced level support and administration of County-wide technology, including support of the entire County data network, mobile and desktop computing, and centralized servers hosting enterprise-wide services and applications.  Install, troubleshoot, maintain, and modify mobile and desktop computing, server hardware, server-based software, server-based operating systems, and data network service hardware and software; provide input regarding vendor-proposed hardware and software additions and changes; and perform related duties as assigned.  Work with and mentor less experienced staff in the I.S. Technical Services 1, 2, and 3 career development paths.  Work performed in this class will focus on network services (data networking) or mobile and desktop or systems administration (servers).

This is the advanced specialist class in the Information Services Technical Services Specialist series.  Employees at this level are expected to work highly independently with minimum help or direct supervision.  Employees are expected to have mastered the knowledge, skills and abilities developed through prior experience in previous levels in this series such that they can be assigned to any project or system, regardless of its assumed level of technical complexity.  Also, work at this level may involve overseeing the activities of technical and non-technical personnel on a temporary, large subsystem, or smaller project basis.
 

Examples of Work Performed

  1. EXAMPLES OF WORK PERFORMED:
  2. Provide support and trouble-shooting services for technical staff and departmental customers with difficult server or network-based problems and respond to and resolve user technical problems regarding equipment, operating systems or network-related software.
  3. Analyze and document problems with vendor-supplied software and generate documentation for submission of or mobile and desktop, server or network-based hardware and software problems to the vendor; contact outside resources for input into resolving device or device-based software problems and apply corrective action.
  4. Provide individual and group instruction to both technical staff and departmental customers as needed on the use of equipment and software, and on server and data network infrastructure features.
  5. Oversee the operation of server or network-based software and services dealing with the overall server operating system, complex sub-systems of the operating system, or network device system software, for file management on server farms and large telecommunications networks.
  6. Provide input into the evaluation of new technical proposals to determine their appropriateness and compatibility to Ramsey County’s business processes and operations.  Summarize and report recommendations of device, server and network-based hardware and software purchases to County departments and Information Services management.
  7. Review application system proposals to determine their impact on device, server and network related technical infrastructure; estimate the impact of the new application system proposal and any changes that will be needed.
  8. Assist less experienced specialists in developing device, server or network-based technical knowledge and skills.
  9. Consult with device, network or server systems design consultants or vendors for new solution products, expansions or upgrades.  Research with expert sources, organize team assessment for input, determine preliminary cost impact and submit recommendations to senior management.
  10. Create and maintain portions of a Disaster Recovery Plan that identifies critical County business processes and computerized systems, site preparation requirements, application system recovery materials, and communication methods and processes between the Department of Information Services and other County departments.
  11. Assist department management with writing and evaluating RFP’s and bids for technology needs.
  12. Respond to technical emergencies as needed.

  13. NETWORK SERVICES:
  14. Responsible for senior level participation in the design, installation, administration and maintenance of the various County Data and Voice networks.  Including the topology design layout of Data and Voice hardware, operating systems, wired and wireless LAN controllers, switches and routers, fiber optics and cabling infrastructure.
  15. Manage the leased and owned MAN/WAN/LAN networks and services.
  16. Responsible for network-related support areas such as network device software, network access control or miscellaneous network services and functions.
  17. Manage IT technical vendor services for construction and expansion projects, including fiber and cabling installations, office space changes and AV integrations.
  18. Assist with intergovernmental project teams on shared IT technology systems.
  19. Configure software settings on data network devices as necessary.
  20. Program, analyze and resolve problems related to the data wired or wireless networks and/or telecommunications systems.
  21. Analyze County-wide data network connection needs by conducting walk-through, developing plans, and installing network cabling for connection of PCs, printers, and other networked devices.  Consult with and coordinate the work of electrical contractors to install network cabling.
  22. Specify, configure, install, maintain, and support network hardware devices such as routers, switches, bridges, firewalls, gateways, repeaters, CSUs/DSUs and their associated connectors to the County’s data network.  Determine orders and configure software for data network devices as necessary to achieve optimum network performance for computer applications.
  23. Create and maintain the documentation and schematics of the County’s network equipment and facilities.
  24. Analyze need and recommend improvements to network design or protocols to enhance performance, ease of maintenance, and usability.

  25. SYSTEMS ADMINISTRATION:
  26. Responsible for the installation, maintenance, and administration of basic server operating systems with additional responsibility in server-related support areas such as e-mail services, web and middleware support services or miscellaneous systems administration functions.
  27. Provide advanced mentoring and consulting in the support areas.
  28. Work with and mentor less experienced staff with systems administration duties.
  29. Provide hardware support for the County’s servers, or mid-range application hosting devices by diagnosing and identifying equipment failures, and work with appropriate hardware vendors for procurement of replacement parts.
  30. Perform daily monitoring and troubleshooting of server, or mid-range type devices by checking event logs, backup status, disk space, memory, allocation, and other functions as appropriate.
  31. Install new software releases and patches on server-based devices.  Assist desktop support staff with installation of software for departments.
  32. Provide server-based operating system administration by adding/removing customers, granting rights to computer systems, applications, and services, maintain change logs, and handle all related troubleshooting.
  33. Perform necessary steps for generating and installing new software releases and corrective updates and patches on server-based devices. 
  34. Assist desktop support staff with installation of client software for departmental customers as needed.
  35. Install, troubleshoot, and operate County-wide electronic mail and domain name services, monitor and tune their performance, perform upgrades, and set up and notify customers of their accounts.
  36. Utilize network and/or server management tools to check network and/or server status, performance and usage load levels.
  37. Integrate systems and middleware across multiple data centers as well as cloud providers.

  38. DESKTOP ENGINEERING:
  39. Develop the service catalog in support of county-wide staff and contractors use of desktop and mobile computing.  Design and deploy tools that make staff more productive.
  40. Design, configure, administer and support advanced tools to effectively and efficiently remotely access, manage, support and update 10,000 plus network connected devices. 
  41. Build roadmaps and manage products and services for the Windows OS, productivity tools and management tools. Identify and implement tools and methods for automation of desktop imaging and device inventory.
  42. Participate in and own aspects of designing, engineering, configuring and administering solutions for optimal user profile, OS and Application settings.
  43. Handle escalated advanced troubleshooting with the Service Desk and other technical teams within IS.
  44. Develop and implement a seamless desktop and collaboration experience for end users by creating streamlined and user-friendly designs,
  45. Identify or work with other teams on vulnerabilities or risks within the technology footprint, including resolution of those items.

SUPERVISOR/MANAGERIAL RESPONSIBILITY:
Participates in and provides direction to teams consisting of up to 6 Information Services Department or client department personnel on a project basis.

INTERNAL/EXTERNAL RELATIONSHIPS:
Daily contact with department staff, supervisors, managers and directors to define problems and understand needs, develop and present solutions, advise on the feasibility of projects, establish priorities and resolve conflicts. Daily contact with other information services specialists to discuss progress and priorities, coordinate implementation of computer-based solutions, review technology problems and discuss new software tools, or identify networking software bugs.  Monthly contact with vendors to resolve technical problems, get updates, identify new products, test software, or report bugs.  Daily contact with County and City of St. Paul staff to drop or troubleshoot telephone data circuits, high-speed communication lines, and frame relay connections and identify telecommunication needs.  Daily contact with department staff including department managers to provide consultation on equipment and software needs.  Monthly contact with Internet user groups to resolve issues and bugs and contact with Minnesota Regional Network (MRNET) representatives to maintain Internet connections and services.  Periodic contact with governmental or private agencies for the implementation or modification of techniques for exchange of computer-readable data.  As needed, participate on teams to perform research on emerging technology.

IMPACT ON SERVICES/OPERATIONS:
Impacts effectiveness of the County’s use of business systems on an enterprise-wide level, due to primary support responsibilities such as Citrix, Exchange, anti-virus software, Storage Area Network (SAN) and Windows Operating System.  Impacts on the quality, quantity and efficiency of computer hardware and software systems available to departments and whether systems meet the needs of user departments, and the general performance of network services and components.  Proper performance results in reliable access by customers to network software and services with minimal technical problems and incompatibilities, network shutdowns, software bugs, effective security measures to safeguard data and software and appropriate recommendations regarding the purchase of equipment, software and updates. Improper performance could result in unreliable service, inability to access network systems, county-wide shutdown of the network, failure to detect network incompatibilities, software bugs, or other technical problems and inappropriate recommendations regarding software, equipment and updates. Improper performance could increase the County’s cost for computer equipment and services, result in lost or damaged County data, improper access to County systems and compromise the County computer infrastructure.

WORK ENVIRONMENT:
Work is performed primarily in a standard office environment but may involve exposure to moderate noise levels from high-speed computer printers and other peripherals.  Work involves operation of personal computer equipment for four to six hours daily.  Duties may also involve occasional stooping, crawling and lifting of up to 30 lbs. in order to install or check the installation of servers, storage units, and/or network devices and cabling.  Occasional travel to various worksites may also be required, depending on assignment.  Will include scheduled and on-call work performed outside of standard office business hours and evenings, nights, weekends, and holidays as necessary.  May need to work from home to check the status of systems, networks, and/or processes.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

Minimum Qualifications

Education:  Bachelor's Degree in computer sciences or a related field.

Experience:  Six years of progressive server hardware and server-based operating systems administration including mobile and desktop, applications or security administration, or data network and network device support as related to the current opening.

Substitution:  Successful completion of a two-year vocational school program in computer sciences or a related field and two years of additional server hardware and server-based operating system administration including mobile and desktop, applications or security administration, or data network and network device support experience may substitute for the bachelor’s degree.  This substitution will require a total of eight years of related experience.

An additional four years of related experience in server hardware and server-based operating system administration including mobile and desktop, applications or security administration, or data network and network device support experience may substitute for the education requirement. This substitution will require and a total of ten years of related experience.

Certifications/Licensure:  None.

Preferred:  Systems Administration:  Certification and maintenance or equivalent training with Microsoft Windows, Linux, or AS400.  Certification and maintenance in one or more of the areas of e-mail services (Microsoft Exchange, mail gateways, filtering, anti-SPAM methods, etc.), storage media platforms (SAN, NAS, tape backup, server/backup, etc.), web support services (Microsoft IIS, load balancing, web filtering, web security, etc.), or miscellaneous system administration functions (internal DNS, FTP, file and print services, etc.).

Preferred:  Network Administration:  Certification and maintenance or equivalent training in data networking hardware installation (wiring, fiber optics, leased lines, routers, switches, hubs or repeaters).  Certification and maintenance in one or more areas of network device software (Cisco switch configuration, Cisco router configuration, router tables, TCP-IP protocol, network management, or network diagnostics), network security (Cisco, PIX firewall, Virtual Private Networking (VPN), network intrusion, network vulnerability), or miscellaneous network services functions (DHCP, Internet services).

Exam/Screening Process Information

Unclassified Position: Definition of Unclassified from the Ramsey County Personnel Act: Subdivision 1.  General.  "The appointing authority may discharge employees in the unclassified service with or without cause.  Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."

Examination/Screening Process: 

This is an unclassified, at-will position, holding a confidential relationship to the department head or elected official. This position requires an open screening selection process.
