DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The purpose of this position is to manage the technology strategy and operational performance of the Houston IT Services Department Public Safety Communications Division.  Responsible for citywide Public Safety Communications infrastructure platforms, including one of the nation's largest P25 mobile and base-station radio systems as well as 911 Computer Aided Dispatch and related public safety applications and systems.  Develops plans for platform evolution, system expansion, upgrade, operation and maintenance. Identifies changes and trends in wireless communications and public safety technologies, and interprets their meaning to business stakeholders. Drives innovation and strategic solutions by providing value propositions to business stakeholders.

Functions as IT Advocate to align enterprise technology strategy to support business objectives for all Public Safety line business departments, including Houston Police Department, Houston Fire Department, Department of Homeland Security, Office of Emergency Management, and others.  Proactively seeks grant funding, and manages grant-funded public safety technology initiatives.

Often serves on local, state, and national committees in pursuit and support of interoperability and advanced technologies designed to improve the lives of citizens and effectiveness of first responders.  

WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment. Operates a motor vehicle. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Ability to pass and maintain federal security clearances.

Duties

EDUCATIONAL
Requires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field. 

A Master's degree in Computer Science, Management and Information Systems (MIS), Engineering, or a closely related field may be substituted for up two (2) years of the experience requirement.

EXPERIENCE
At least twelve (12) years of experience of progressively responsible management roles for a department or enterprise IT environment that includes five (5) years managing a technology team. 

LICENSE
A valid Texas Driver's License and compliance with the City of Houston's policy on driving (AP 2-2).

Qualifications

Preference will be granted to applicants with:

  • A strong background in public safety communications. 
  • Experience with managing diverse technical teams in a public safety communications and Land Mobile Radio.
  • Experience in an IT environment with a Police/Fire/EMS organization.

Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.
