**THE POSITION IS LOCATED IN THE RECOVERY RESPONSE PROGRAM AND IS A FEDERALLY FUNDED GRANT POSITION**


Region 1 - Possible locations may include Garland, Hurst, Mt. Pleasant, Tyler, Sherman.
 
Performs complex (journey-level) engineering and construction estimator work.  Work involves reviewing and assisting jurisdictions in putting together grant applications involving construction projects; collecting engineering, cost and environmental data; performing design reviews, damage assessments and cost benefit analysis; and conducting inspections and research and testing.  May train and assign work for others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

General Duties

Assists jurisdictions in developing plans, specifications and estimates for future construction projects.

Performs damage assessments and design review on buildings, roads, dams, bridges, flood control structures, equipment and machinery.

Reviews engineering and construction fieldwork, such as surveying, inspecting, drafting, and design.

Builds and maintains relationships with local entities and FEMA staff. Ensures clear communication and effective collaboration between federal and local partners.

May provide construction consultation services for local entities.

Assumes a leadership role in the preconstruction process to ensure accurate preliminary construction budgets, project scope, cost/benefit analysis and, in coordination of grant staff, eligibility.

Reviews plans, specifications, estimates, and related documents for compliance with laws and standards and makes recommendations for improvements.

Reviews the collection of field data for engineering and environmental projects, and analyzes and validates data.

Confirms actual conditions of project by conducting site surveys and conducts investigations of compliance with approved grant activities.

May perform engineering or environmental reviews and modeling and research and testing activities; may review geometric, hydraulic and grade calculations as well as quantity estimates.

Prepares correspondence and technical reports.

May assist with planning and assigning work of others; may train others.

Perform related duties as assigned.

Education and Experience

Education - Graduation from an accredited college, university or technical school with major course work in engineering, construction science, building science, architecture, construction cost estimating or a related field.

Experience - A minimum of two (2) years in the construction industry performing review of building codes and inspection procedures, public works supervision, site planning, contract administration, engineering or operations. Knowledge of engineering techniques and theories.

Additional work experience of the type described or other related education may be substituted for one another on a year for year basis.

Licensure and/or Certification – Must have a valid driver’s license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies and procedures. Ability to apply engineering, architecture and construction concepts, conduct inspections, perform design work, organize and analyze data.

Supervisory/Managerial skills - Knowledge of management and supervisory methods and principles, and of developing performance and productivity standards.  Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Knowledge of the development, preparation, fiscal management, and control required to administer a program budget.  Ability to interview, supervise, schedule, and evaluate work of others; and to provide effective coaching and leadership.  Demonstrated skill in using logic and reasoning to identify strengths and weaknesses of solutions, conclusions, and/or approaches to problems. Plan and coordinate programs and activities and train others.

Analytical skills - Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness.  Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current issues and prevent recurrences of problem conditions.

Interpersonal skills - Must exercise excellent interpersonal skills – position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.

Presentation/Communication skills – Must be able to effectively communicate and present information and/or training to individuals and diverse small or large groups.   Must be able to produce clear, concise, and professional documents, reports, and presentations. Skill in the use of computer-aided design equipment and in the use and maintenance of scientific instruments. Excellent communication skills both verbally and in written form and be able to maintain positive working relationships.

Organizational skills – Must be organized, flexible, and able to prioritize in a multi-demand and constantly changing environment.  Demonstrated ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy or timeliness; ability to work independently; and to understand and effectively apply complex oral and written instructions and procedures. Ability to meet critical deadlines.

Computer systems / hardware / software – Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Must be able to operate a personal computer in a network environment using word processing, spreadsheet, project, CAD and other design and estimating applications.

Confidentiality - Must be able to responsibly handle sensitive and confidential information and situations.

Schedule - Availability for after-hour and weekend work is required.

Supplemental information

DPS employee who is selected for a position in their current salary group and state title will be transferred with no salary change.

DPS employee who is selected for a position in their current salary group with a new state title may receive an increase up to 3.4%.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions

  • Ability to deploy from normal duty station for extended periods in the aftermath of a disaster without relief and to work extended hours, including evenings and weekends.
  • Must be able to work in inclement weather, traverse uneven terrain and standing water, and move into and around damaged structures to conduct damage assessments or mover around construction or debris removal sites when conducting project audits.
  • Ability to perform effectively under relatively constant high volume, firm schedule situations
