Summary

The Butte County Behavioral Health Department has an opening for Behavioral Health Clinician II for its 16 bed In-Patient Psychiatric Unit serving adults in accurate psychiatric crisis.
A five percent site differential is offered in addition to the posted salary range for Behavioral Health Clinician II.
Work hours are 7:30am-6:00pm Wednesday-Saturday. ?

1Under limited supervision, conducts independent behavioral health assessments and provides non-medical psychotherapeutic services to assigned individuals and groups in the adult or the youth services division.

  • Performs intensive casework services with children and adult clients and their relatives through individual and group therapy; cooperates with other staff members and community agencies in carrying out treatment plans; participates in the intake process, the evaluation of problems presented and the development of treatment plans; provides case management services to children and adults; interprets modern methods of treatment for emotional and environmental problems.
  • Gathers data about client's history by interviewing client, relatives, friends, teachers and employers; prepares case histories with particular emphasis on psycho-social factors affecting the client.
  • Interviews assigned clients with serious psychological instability and complex behavioral health and substance abuse issues; develops behavioral health assessments; assesses lethality factors and recommends or authorizes patient hold/release for involuntary treatment under Section 5150, Tarasoff rules, AB1424, or other regulations and directives.
  • Provides ongoing psychosocial assessment, treatment planning and psycho-therapeutic treatment of all clients assigned; utilizes specialized techniques for treatment and prevention of violence.
  • Provides case management services for assigned cases; documents clinical files and billing records for all client contacts, including consultations with other agencies.
  • Participates in multi-disciplinary team meetings to review client caseload, treatment, concerns, and recommendations; prepares and presents progress reports.
  • Provides individual and group therapeutic services; facilitates group therapy sessions; assists client to learn skills required to successfully engender psychological stability and personal independence.
  • Supports and enhances the clients' emotional stability; explains nature of illness, plan of care, procedures and treatments to clients, family and significant others; provides advocacy as needed.
  • Provides emergency on-call service as assigned; conducts interventions and evaluations of individuals in crisis; initiates the provision of critical services based on the evaluation.
  • Develops and enhances cooperative professional relationships with local community agencies significant to the continuum of care for clients.
  • Provides consultation and training to other organizations in the community on mental health issues; conducts presentations and training to County staff and general public to introduce and communicate the roles and functions of the behavioral health programs.
  • Maintains expertise in field of service through participation in applicable educational opportunities; serves as a technical resource to County staff and outside agencies.
  • Adheres to the standards of the Privacy Act of 1974, {U.S.C. § 552A} as amended; maintains and enforces all aspects of confidentiality of client information.
  • Supports the relationship between Butte County and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and other employees.
  • Updates and maintains a variety of files, records, charts and other documents.
  • Performs other related duties as assigned.
 

Minimum Qualifications

Education, Experience, Certifications and Licenses: (Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university.  Courses from non-accredited institutions will not be considered for this requirement.  Any combination of education and experience that would provide the required knowledge and skills is qualifying.  A typical way to obtain the required knowledge and skills would be):

  • A Master's degree from an accredited graduate school or program in Social Work, Marriage Family Therapy, Counseling, Nursing; or a Ph.D. in Psychology from an accredited graduate school or program.
  • Possession of a valid California license as either a: Clinical Social Worker, Marriage Family Therapist or a Licensed Professional Clinical Counselor (Board of Behavioral Sciences). Candidates from out of state that hold a comparable license may be considered with the stipulation that they are eligible for an appropriate California license and receive the license within one (1) year from the date of appointment to this classification.
  • A valid State of California driver's license is required.

Salary Step Increases:
The beginning salary and the top of the salary range are usually shown on the job announcement. Upon satisfactory service, salary increases of approximately 5% may be given annually until the top of the salary range has been attained. 

Cell Phone Allowance:
$70/month with appointing authority approval.  

Boot Allowance:
$240 each even numbered year (only for applicable positions)

Holidays:
11 paid holidays per year.  

Vacation:
0-4.99 years: 15 days/yr.; 5-9.99 years: 20 days/yr.; 10-19.99 years: 25 days/yr.; 20+ years: 27 days/yr. Note - accrued vacation leave may not be used until after six months of employment.

Administrative Leave:
7 days per year for FLSA Exempt employees.  
 
Sick Leave:
96 hours of sick leave are earned each year with no maximum accrual.

Bereavement Leave:
Maximum of 40 hours for each occurrence in the immediate family.

Health Plan including Dental Insurance and Vision Insurance:
Coverage under the Butte County Health Plan is for employees and their eligible dependents. Depending upon the plan selected by the employee, the County contributes a substantial amount of the total cost of the complete health package, which consists of medical, vision, and dental insurance. Currently, the amount the County contributes for family coverage is $1288.41/month. For those employees who have health coverage from other sources, and who elect to not participate in the Butte County Health Plan, the County offers a monthly taxable Cash-Back allowance. The current of the taxable Cash-Back allowance is $403.34 per month (prorated for less than fulltime employees). This benefit is $200 per month for Employees hired on or after January 1, 2014.

Life Insurance:
The County provides $25,000 in life insurance with additional coverage available at a minimal cost.

Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.

"Classic Members"- 2% @ 55. Final compensation based on Single Highest Year. Employee responsible for full 7% employee share effective 1/1/2013.

"New Members" to PERS- 2% @ 62. Final compensation based on Highest Three Year Average. Employee responsible for one half (1/2) the normal cost of the CalPERS Pension.
"New Member" is defined by law (PEPRA) as an "1) individual who has never been a member of any public retirement system prior to 1/1/2013 or 2) An individual who becomes a member of a public retirement system for the first time on or after January 1, 2013, and who was previously a member of a public retirement system, but who was not subject to reciprocity. or 3) An individual who was an active member in a public retirement system and who, after a break in service of more than six months, returned to active membership in that system with a new employer

Deferred Compensation:
The County offers two 457 Deferred Compensation programs. Deposits into these plans are strictly voluntary and are made through a payroll deduction on a tax-deferred basis. The County does not make contributions to the employees' Deferred Compensation accounts. 
 
Disability Insurance:
For short-term disability, the County participates in California State Disability Insurance (SDI) fund. County employees are also covered by an employee-paid long-term disability program. The long-term disability insurance benefit is 60% of the disabled employee's biweekly wage. 
 
Flexible Spending Program:
County employees can elect to participate in a Flexible Spending Program. This program allows employees to use pre-tax dollars to pay for certain health care and/or dependent care expenses. In addition, employees can choose to have their portion of the monthly Health Plan premium withheld from their checks on a pre-tax basis as well. Generally, employees who participate in the Flexible Spending Program have less taxes withheld for their payroll checks than if they had elected not to do so. 
 
Tuition Reimbursement:
Up to $500/year.

The County of Butte provides an Employee Assistance Program (EAP) for employees and their eligible dependents. The EAP offers confidential, professional counseling services.
