The Department of Licensing has an opportunity for you in our Prorate and Fuel Tax Program.  This program administers the state's Fuel Tax for Motor Vehicle Fuel, Special Fuel, and Aviation Fuel Tax Collection programs.  Services include licensing of fuel distributors, processing fuel tax returns and associated payments, taxpayer education, training, and auditing.  This program also administers the International Registration Plan and International Fuel Tax Agreement.  These two agreements provide for one-stop vehicle licensing and fuel tax filing services for Washington based interstate motor carriers.  Prorate and Fuel Tax Services collects approximately $1.5 billion in annual revenue for Washington State Transportation programs.
 
We are looking for an experienced supervisor who is interested in developing, leading, mentoring and coaching a high functioning team who enjoys working with laws, rules and policies to represent our agency. Our ideal candidate must be comfortable working in a team applying human resource practices, and must have strong verbal and written communication skills to help foster an environment of inclusion, positivity, and customer focus.

Please Note
This is a non-permanent position.  We anticipate the position will last approximately 12 months; however, non-permanent appointments may be extended or ended with one day notice.
 
What our Excise Tax Examiner 4 does
Reports to the Motor Carrier Services manager within the Prorate and Fuel Tax section in the Business and Professions Division (BPD)
  • Evaluate, assign and review work of subordinate examiners in the proper examination of taxpayer accounts, computation of tax, penalty, interest, fees, assessments and warrants, and proper reporting of liability due.
  • Supervise staff who examine tax reporting or registration, issue licenses, respond to customer inquiries, and resolve customer complaints.
  • Assign and review the work of staff, and instruct staff in approach and compliance to ensure responses are courteous and accurate.
  • Lead, guide, coach, and mentor staff in process improvement and change management.
  • Initiate, develop, and implement process improvement and work efficiency strategies.
  • Evaluate staff performance and provide ongoing feedback to help staff develop and enhance skills and supervise the training of subordinate employees.
  • Initiate the progressive discipline process as needed to address staff performance issues in accordance with the agency corrective action policies and procedures.
  • Grant or deny exception to standard reporting and payment, waiver of penalty or interest charges, or request for exemption and approve refunds up to $10,000.
  • Interact with PRFT staff, Revenue Accounting, Business and Professions Division (BPD) staff, other jurisdiction tax professionals, PRFT system vendor representatives, other state and federal agencies, International Fuel Tax Agreement Inc. (IFTA), International Registration Plan (IRP) Inc.

Required Qualifications:
Applicants who possess the following qualifications may be referred to the hiring manager:
  • Two years of experience supervising business, accounting, auditing, compliance, or tax administration personnel.
  • One year of experience performing basic computer functions to communicate via email and use Outlook Calendar, submit leave and training requests.
  • Bachelor's degree in business, public, or tax administration or closely related field; AND Minimum of 18 quarter or 12 semester credits in college level accounting, finance, business and/or public administration.  (You must attach your transcripts when applying to verify the accounting credits)
OR
  • Two years of experience as an Excise Tax Examiner 3.
 
Note: - Year for year experience in accounting, auditing, compliance, and/or tax administration will substitute for education; however, minimum credits are still required.
 
Preferred Qualifications:
Applicants who also possess the following may receive additional consideration by the hiring manager:
  • One Year as an Excise Tax Examiner 3 or 4
AND
  • Three years of experience in accounting, auditing, compliance, or tax administration, provided minimum of 18 quarter or 12 semester credits in college level accounting, finance, business and/or public administration.(You must attach your transcripts when applying to verify the accounting credits)

Insurance Benefits

Retirement and Deferred Compensation
