The Toxics Cleanup Program (TCP) is looking to fill an Engineering Consultant and Contracts Officer (Environmental Engineer 5) position. The position will be located in our Headquarters Building in Lacey, WA.

The Engineering Consultant and Contracts Officer's primary role is to provide statewide engineering consultant support to TCP professional staff. The service will help TCP meet cleanup site goals. The incumbent will provide engineering technical support and expertise on remedial investigations, feasibility studies, design activities, and corrective actions at cleanup sites. The incumbent must stay current on construction methods and supporting contracting methods with emphasis on the design-bid-build public works contracting method.

Responsibilities


 
 

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.
Some of the key work activities of the Engineering Consultant and Contracts Officer position include:

  • Acts as a program authority on technical issues associated in the planning, design, and construction of environmental cleanup projects and activities from start up to completion.
  • Integrates project construction requirements and outcomes from consultant and staff documents into construction documents – plans, specifications and cost estimates.
  • Maintains a thorough working knowledge of all applicable laws and regulations:
    •  Chapter 70.105D RCW and Chapter 173-340 Model Toxics Control Act. 
    •  Chapter 90.76 RCW and Chapter 173-360 Underground Storage Tanks.   
    •  Chapter 39 RCW Public Contracts and Indebtedness (in its entirety).  
    •  Chapter 18.43 RCW Engineers and Land Surveyors.
  • Acts as the program contracts officer with lead responsibilities for public works contracting, architectural, and engineering services contracting statewide.
  • Develops and manages all aspects of contracts: bid specifications, bid evaluations, bid protests, contract awards, construction claims, and dispute resolution processes.
  • Processes reimbursement requests, reviewing project progress reports, preparing contract change orders, and maintaining official contract files and records.

Qualifications


Required Qualifications:

A Master's degree with major study in one of the following engineering fields, sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field

AND
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington and four years of experience in environmental engineering.
OR
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields, sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
AND
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington and five years of experience in environmental engineering. 
AND
Three years of experience developing and administering public works contracts. This includes developing bid specifications and contracts, evaluating bid results, and actively administering multiple public works contracts.


NOTE:  Requirements for professional registration as an engineer in the State of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams.  Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the State of Washington within six months of appointment to this class. 
 

Desired Qualifications:
  • Knowledge of and experience with Washington state solid waste laws and regulations.
  • Knowledge of and experience with toxic cleanup laws and regulations.
  • Additional years of experience (beyond the required three years) working with contracts and agreements, including personal services contracting methods and agreements, architect and engineering services contracting methods and agreements, and public works contracting to include the following:
  • Experience performing duties in a Washington state agency contracting office.
  • Expert level understanding of best public/Washington state agency procurement practices.
  • Experience working with the Department of Enterprise Services.
  • Knowledge of and experience working with Washington state contracting procurement laws, rules, and policies.
  • Knowledge of and experience working with the requirements and standards (administrative and programmatic) for using federal funding in contracts and agreements.
  • Experience advising, training and communicating requirements, processes, and procedures to inform, educate, and mentor staff in a statewide program.
  • Experience creating, using, modifying and maintaining spreadsheets (EXCEL), documents (WORD), presentations (PowerPoint), shared data (SharePoint), communications (Outlook), etc. Must be proficient in Microsoft Office.

Retirement and Deferred Compensation
