JOB SUMMARY
Works for and under the general direction of the Director, IT Infrastructure and Operations.  The Manager - IT Operations is responsible for ensuring all aspects of the technical infrastructure including networks, servers, databases, and communication systems are operational in a 24/7 environment.  This position leads a diverse team of Network and System Administrators, Analysts, and Technical Coordinators in maintaining the daily operations of IT Infrastructure services while looking for improvements to enhance performance and reduce costs.  This includes establishing key performance indicators, monitoring and tracking system performance, troubleshooting outages, performing root cause analysis to identify points of failure, and providing administrative support as needed by the business. 
 
ESSENTIAL FUNCTIONS

  • Leads, manages, selects, develops, trains, and evaluates IT Operations staff.
  • Manages the installation, operation, maintenance, and repair of voice, data and converged communications networks which includes network devices, telephone equipment, Voice Over Internet Protocol (VOIP) devices, communication circuits, other devices and related applications.
  • Organizes and monitors all areas of Infrastructure support including software development, integration, and maintenance in order to meet the user' requests and organization needs.
  • Monitors voice/data systems for performance and develops procedures for recovery alternatives in the event of system failure.
  • Recommends and assesses specifications for new technology and upgrades for San Antonio Water System's (SAWS) enterprise system.
  • Participates in the evaluation and selection of network and data systems.Manages and provides technical guidance to Network and System Administrators, Analysts, and Technical Coordinators regarding infrastructure components.
  • Responsible for all aspects of installation projects including the scheduling of personnel, the estimation of completion date, and the determination of requirements.
  • Manages the installation of all structured cabling systems inside/outside plant such as: category 3/5/5e/6 cabling and fiber optics in accordance to telecommunications industries association (TIA) guidelines and standards.
  • Manages financial aspects of the Operations team, including budgeting and purchasing.
  • Develops and monitors performance indicators to ensure accomplishment of the organization's goals.
  • Keeps informed on latest developments, standards and trends in voice, data, converged communications technologies and available software/hardware to make cost-effective recommendations in order to improve capabilities, reduce network security risks, decrease downtime, and to improve customer efficiency through technology.
  • Tracks inventories (hardware & software) in support of the IT infrastructure. Ensure software license compliance (within the scope of the IT infrastructure). Ensure maintenance and support agreements support SLAs and OLAs.
  • Performs other duties as assigned.

MINIMUM REQUIREMENTS
  • Bachelor's Degree in Information Systems, Computer Science, Management, or related field from an institution accredited by a nationally recognized accrediting agency.
  • Five years' direct experience in IT infrastructure and operations of information systems, preferably in a NOC or SOC role.
  • Three years' experience in personnel management, preparing performance appraisals and project management and implementation.
  • Microsoft Certified Solutions Associate (MCSA) or Cisco Certified Network Associate (CCNA) certification.
  • Valid Class "C" Texas Driver's License as consistent with SAWS Driving Policy.
  • Knowledge in ITIL processes for incidents, problems and change management.
  • Ability to use word processing, spreadsheets and database software.
     
PREFERRED QUALIFICATIONS
  • Master's Degree in Computer Science or Management or related field from an institution accredited by a nationally recognized accrediting agency.
  • Microsoft Certified Systems Engineer (MCSE) certification.
  • Cisco Certified Network Professional (CCNP).
  • Information Technology Infrastructure Library (ITIL) certification.
  • Project Management Professional (PMP) certification.
     
JOB DIMENSIONS
  • Contact with internal and external customers, consultants, outside vendors and the general public.
  • Occasional work outside of business hours (8-5) supporting Infrastructure upgrades, outage management, and other related maintenance events.
     
PHYSICAL DEMANDS AND WORKING CONDITIONS
Subject to Lifting up to 50 pounds. Subject to pushing, pulling, lifting, reaching, carrying, sitting, standing, walking, climbing, bending, crawling, squatting, kneeling, stooping, crouching, balancing, handling, fingering and working in cramped and strained positions for long periods of time to perform job scope. Operates a company vehicle on an occasional basis. Working conditions are in an office environment with occasional field visits with exposure to weather and atmosphere conditions such as fumes, odors, gasses, dust and poor ventilation.
 
May be required to work hours other than the regular daytime schedule such as nights, weekends, and holidays.
