Job Summary/Scope

The purpose of this position is to manage and/or supervise the department's strategic planning, records management systems, GIS programs, ISO rating schedule, and maintain compliance with the CPSE-CFAI accreditation model.   This position performs complex administrative, analytical, and professional assistance work to demonstrate the department's compliance and adherence to standards established by the Center for Public Safety Excellence, the Commission on Fire Accreditation International, and the North Carolina Rating Response public protection class rating schedule.  Position may be sworn or non-sworn.  Successful performance contributes to the safety of lives and property demonstrated through program efficiencies and compliance with industry best practices as recognized by state, national, and international accrediting agencies.

The work consists of varied administrative duties concerning accreditation, data analysis, and records management. The need to effectively record and report issues of compliance with industry best practices and developing solutions for mitigating non-compliance issues contributes to the complexity of the work.
 

Job Responsibilities

Major Duties

  • Coordinating the department's self-assessment and other preparations made in advance of initial or renewal of accreditation;
  • Assist in follow up studies resulting from the evaluation process and provide notification to CFAI of substantive changes and program development;
  • Ensure all standard files contain all necessary and proper proofs of compliance;
  • Ensure CFAI standards and all revisions are complied with as soon as possible;
  • Properly prepare and submit the required CFAI Annual Report;
  • Gather, organize, and edit written documents in an easily accessible, consistently flowing manner;
  • Continuously ensure the department adheres to all accreditation standards;
  • Keep abreast of the latest developments in the accreditation process by attending CFAI Commission meetings;
  • Organizes work, sets priorities, makes assignments, enforces deadlines, and makes decisions based on analytical and innovative thinking within established guidelines;
  • Responsible for the program management and supervision of the department's Strategic Planning, geographical information system, information technology and records management systems;
  • Demonstrates a high degree of accuracy and be detail-oriented; many materials require careful review and are time sensitive;
  • Performs other related duties as assigned.


Guidelines
  • Guidelines include department standard operating procedures, city ordinances and policies, state building and fire codes, and federal, state, and local laws. These guidelines require judgment, selection, and interpretation in application.

Supervisory/Management Responsibility
  • The position has direct supervision over the department's GIS Analyst.


 
 

Minimum Qualifications

Education/Experience Requirements

  • Bachelor's degree from an accredited college or university with major coursework in Public or Business Administration, Fire Science and Administration, or a Public Safety related career field and five years responsible managerial experience in a fire/emergency response system; or equivalent combination of related training and experience.  

Knowledge Requirements
  • Comprehensive knowledge and understanding of CPSE-CFAI standards and the accreditation process;
  • Thorough knowledge of modern fire service management, operation, administration, and equipment;
  • Thorough knowledge of department policies and procedures and state and local laws/ordinances;
  • Knowledge of demographic and geographic characteristics of the community;
  • Excellent writing skills with the ability to communicate effectively orally and in writing;
  • Ability to prepare, edit, and maintain accurate documents, reports, records, files, and materials;
  • Ability to read, understand, and interpret technical materials concerning fire service analytical data;
  • Ability to exercise sound judgment in evaluating situations and in making decisions;
  • Ability to plan, organize, and prioritize tasks in order to complete assignments in a timely manner and meet deadlines;
  • Ability to evaluate operations, predict outcomes, and make recommendations;
  • Ability to follow and give verbal and written instructions;
  • Ability to work independently and solve problems involving complex variables;
  • Ability to delegate tasks effectively, accepting responsibility for the outcome;
  • Ability to operate a personal computer using program applications appropriate to assigned duties and responsibilities;
  • Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
  • Ability to interact professionally and cooperatively and establish and maintain effective working relationships with coworkers, officials, public and private representatives, and the general public.

Special Requirements
(Completed within a designated timeframe):
  • Successful completion of CFAI "Quality Improvement through Accreditation" Course;
  • Successful completion of CFAI "Peer Assessor Workshop" Course;
  • Completion of the North Carolina Response Rating Schedule workshop;
  • Completion of the US Fire Administration course titled Emergency Resource Deployment Planning (SOC) (R0492);
  • Completion of the US Fire Administration course titled National Fire Incident Report System: Program Management (R0834 or R0491);
  • Certification from the Federal Emergency Management Administration, National
  • Incident Management System IS-700 Introduction to NIMS, IS-800 National
  • Response Plan, IS-200 Incident Command for Single Resources.


 

Work Environment/Physical Demands

  • The work is typically performed in an office, field training environment, and at on-site fire and emergency scenes.
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching.
  • The employee may be exposed to noise, machinery with moving parts, contagious or infectious diseases, or irritating chemicals.
  • The work may be performed outdoors and occasionally in cold or inclement weather.
  • The work requires the use of protective devices such as masks, goggles, or gloves.
  • The employee frequently lifts light and heavy objects; may climb ladders, use tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.
