The Inmate Classification Specialist provides placement for inmates in the least restrictive custody level in order to meet the needs of the inmate, security of staff members, and security of jail facilities. Determine functionality of an inmate by providing crisis counseling, placing inmate in special housing as needed, making medical or psychiatric referrals; and contacting community resources.

Position Qualifications_Updated- Maricopa

Minimum education and/or experience:
Bachelor's degree in Social or Behavioral Sciences, Criminal Justice or a closely related field.
 
Specialized training, certifications, and/or other special requirements:
Possession of a valid Arizona driver's license, or the ability to obtain by time of hire, is required.  Training will be provided on-the-job for the following: FEMA NIMS – IS 100 and 700; OSHA training; ADP Payroll training; and PREA Training. Prior to hiring, the Sheriff's Office requires that all candidates successfully pass a polygraph examination and background investigation.

  • Interviewing techniques to including principles/practices.

  • Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions

Working conditions:
This position involves working within the secure confines of a jail facility and may involve communicating directly with the inmate population. This is a 24/7 operation; must be able to work rotating shifts, weekends, holidays and rotating days off.

Essential Job Tasks_Updated- Maricopa

  • Discusses purpose of interview with inmate and obtain consent signature.
  • Completes initial assessment interview and assess medical or psychiatric needs.
  • Provides general referrals if necessary.
  • Ensures compliance with PREA conducting and questionnaires with inmates.
  • Distributes the Inmate Rules and Regulations to inmates.
  • Researches criminal history both locally and nationally.
  • Assess special housing needs and make placement accordingly.
  • Access JMS to obtain history of past bookings.
  • Reviews prior housing comments, Court, DOC and Probation information.
  • Analyzes all the data reviewed, assign classification level.
  • Reviews for possible override or custody level and enter into JMS.
  • Assigns temporary classifications.
  • Advises inmate of all programs available and answer questions regarding criminal justice process. 
  • Assess total number of inmates awaiting classification interview.
  • Contacts other jails to obtain bed availability.
  • Interviews all inmates in isolation tanks as soon as possible.
  • Determines how many females need to be classified.
  • Coordinates with other classification counselors on prioritizing the workload.
  • Monitors incoming calls and resolve problems.
  • Reviews all sentenced inmates for classification and perform transfer entry into JMS to appropriate jails.
  • Reviews rosters for the Special Housing Counselor for Close Custody and Administrative Segregation to identify new placements into special management or those released from custody.
  • Identifies those inmates due for SMRC reviews and conducts interviews with inmates, discussing any problems.
  • Records data, updates form, makes recommendations and submit file.
  • Meets with inmates at various jail facilities that are requesting Administrative Segregation.
  • Reviews all Special Housing classification files.
  • Meets with inmates on monthly basis.
  • Researches data to determine if inmate's housing is still appropriate.
  • Submits each month to SMRC with recommendation.
  • Ensures that the classification of inmates occurs within the first 24 hours of incarceration.
  • Reviews policy and files for quality control purposes.
  • Enters statistics on monthly worksheet; assesses data, combines previous and present files; re-file.
  • Trains new employees and maintain training records.
  • Prepares reports for supervisors.
  • Fills in for Inmate Classification Supervisor as needed.
  • Assists with Administrative duties pertaining to the process of the Classification Section.
  • Be present at work site to perform any/all assigned duties that are scheduled/assigned by the Supervisor or Manager.

The Maricopa County Human Resources Department reserves the right to admit to the selection process only those candidates considered to be the most highly qualified.  Those selected will be assessed based on evaluation of listed education and experience.  The hiring authority will interview and select the successful candidate from a list provided by Human Resources.

Holidays and Leave
Maricopa County observes ten paid holidays per year. Most County employees accrue vacation (starting at three weeks per year for full-time employees) and sick leave (starting at one hour for every 30 hours worked for all employees). Because life sometimes takes unexpected turns, the County offers life insurance coverage to help employees and their loved ones in the event of death.  Basic life and basic accidental death & dismemberment insurance equivalent to one times an employee's annual base salary is provided at no cost, with the option for employees to purchase additional coverage including spouse and child life insurance. Disability insurance is available to replace a portion of an employee's salary should they experience a short-term illness or injury.

Retirement
Eligible employees are covered by one of several State-sponsored retirement pension plans, including the Arizona State Retirement System (ASRS) and the Public Safety Personnel Retirement System (PSPRS).  Additionally, there's the option to contribute to a 457b deferred compensation retirement savings plan that provides employees with a variety of investment opportunities.  For those employees who retire from the County and from their retirement system, and have accrued 1,000 or more hours of sick leave, the County makes a $10,000 contribution to a Post-Employment Health Plan set up on their behalf to be used for payment of eligible out-of-pocket healthcare expenses.
