Uses a computer-aided dispatch system to receive emergency calls from the public requesting police, fire, medical or other emergency services.  A career in emergency communications can be fast-paced, challenging & rewarding.  To ensure that all potential applicants understand and appreciate both the rewards and demands of the profession, a checklist has been developed to outline these details and each applicant is required to sign off on having read through this list.

Training rate of pay: $18.00 per hour
Hourly rate thereafter set based on collective bargaining (full-time): $24.32

Essential Duties

The primary duties of the position include (but are not limited to):  determine the nature and location of the emergency; determine priorities, and dispatch police, fire ambulance or other emergency units as necessary (ranging from routine to critical) and in accordance with established procedures; manages situations as conditions change; perform Emergency Medical Dispatch and crisis intervention including pre-arrival instructions using available resources; receive and process 911 emergency calls, maintain contact with all units on assignment, maintain status and location of local police and fire units; monitor direct emergency alarms, answer non-emergency calls for assistance; enter, update and retrieve information from a variety of computer systems; receive & respond to requests for information regarding vehicle registration, driving records and warrants, and provides pertinent data; monitor several complex public safety radio frequencies; operate a variety of communications equipment, including radio consoles, telephones and computer systems; other duties as required to support the Metro-East Communications Center and Public Safety Department.

Requires

  1. High School diploma or equivalent AND 2 years of progressively more responsible work experience; additional education/training a plus;
  2. Preference may be given to those certified in the use of the 911 Telephone system, Emergency Medical Dispatch, LEADS, REJIS; ability to learn in-house computer systems is needed;
  3. Reliability and regular attendance – ability and willingness to work 8, 10 or 12 hour shifts (including evenings & weekends) and working over when needed;
  4. 40 words per minute typing speed;
  5. Ability to speak English clearly and accurately, have normal visual acuity and meet NEMA hearing standards;
  6. Ability experience to comfortably and productively use computers such as word processing, spreadsheet and database software and ability to quickly learn how to use specialized dispatch software (Aegis from New World);
  7. Ability to use a multi-function telephone, fax machine, copy machine, calculator, and other office equipment;
  8. Must maintain strict confidentiality and be able to work independently;
  9. Excellent customer service skills including the ability to efficiently and courteously interact with people;
  10. Ability to calmly multi-task dispatch services and provide crisis intervention: collect necessary information from callers and officers; simultaneously dispatch public safety personnel, search for information, accept telephone/radio calls, assist callers, as needed when an emergency arises.

Medical Benefits
The City offers a consumer-driven Smart-Choice high deductible health plan through United Healthcare alongside a partially-funded Health Savings Account (through a local banking institution).

Dental Benefits
The City offers two types of dental benefits through Guardian Dental.

Vision Benefits
The City offers vision benefits through Guardian, delivered by Vision Service Plan.

Spending Accounts
Under the City's Section 125 cafeteria plan, full-time employees participating in the City's health insurance plan may elect to contribute additional dollars to a health savings account. With the Smart-Choice Plan, employees may select contribute to an HSA. Employee's may also wish to establish a Child and Dependent Care FSA to manage the cost of child care or adult day care.

Supplemental Benefits
Currently the City uses AFLAC and Guardian to administer voluntary supplemental benefits. The offerings include a cancer policy, short-term disability, accident, hospitalization, and group term life insurance.

Life Insurance
A full-time employee receives a $20,000 life insurance benefit at no cost, effective upon date of hire.

Retirement
The City of O'Fallon participates in the Illinois Municipal Retirement Fund's defined benefit pension program. Employee's contribute 4.5% of salary into their individual account and the City's contribution varies annually to provide for several benefits in addition to the pension.

Deferred Compensation
Employees may elect to contribute additional dollars towards individual 457 retirement accounts through AXA Equitable, Valic, ICMA, or Nationwide. Details for participation are available through Human Resources.

Education Assistance
The City provides financial assistance to eligible employees who satisfactorily complete qualified courses towards a post-secondary education. Applications to participate in the City's Educational Assistance program are submitted through the individual department directors. Terms and conditions may vary based upon course of study, allowable amounts, and reimbursement cap.

Vacation
Full-time employees begin accruing vacation time from their date of hire beginning with two weeks annually. Vacation time may be taken after six months of employment. Vacation accrual rates may differ for employees who are members of a bargaining unit.

Holidays
The City recognizes the following holidays:New Year's Day, Martin Luther King, Jr. Day (labor local employees exchange this for Veteran's Day), President's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, The Day after Thanksgiving (EMS bargaining unit employees exchange this for Christmas Eve), Christmas Day, One Personal Holiday (taken at the time of your choice)

Sick Time
In the event of a qualifying illness, the City offers a generous sick leave plan. Full-time City employees begin accruing sick time from the date of hire. The accrual of sick time is generally earned at 4 hours per pay period.
