General Statement of Duties/Supervision

As journey level secretaries, positions in this class perform a variety of complex and diverse clerical work requiring independent judgment and full knowledge of office procedures. Performs varied clerical, statistical, typing and word processing duties. May compose correspondence and establish/maintain record keeping systems.
 
General supervision is from Police Administrative Manager for assignment of duties and monitoring on the progress of work, with review, and discussion of ongoing and completed tasks.

Essential Job Duties

  • As part of a team, determines how to manage diverse workloads and workload fluctuations in order to meet state and federal deadlines, criminal justice system priorities, and customer expectations.
  • Ensure records and information systems are maintained in accordance with rules, regulations, space, and other considerations.
  • Backup, copy, duplicate, or archive records as necessary using a variety of methods, including computer systems, off-site storage, or transfer of documents to private storage or public archive facilities.
  • Ensure all warrants and civil orders are entered into databases and maintained in accordance with department, State and Federal guidelines.
  • Evaluate and approve applications for concealed pistol licenses, occupational permits, and related licensing
  • Serve as the point of contact for the public for Police related business.
  • Performs other essential and supplemental duties as required.

Selection Criteria

Knowledge: Thorough knowledge of modern office practices, procedures and equipment; business English and letter writing; filing systems; punctuation and spelling; and arithmetic calculations.
 
Abilities: Ability to operate a variety of office machines rapidly and accurately; understand and reliably communicate information about department operations, schedules and plans; prepare and/or compose a variety of correspondence and reports; enter text and data into computers with a high degree of speed and efficiency; establish and maintain a variety of files; read and compare words and figures accurately and efficiently; and maintain effective, courteous and tactful public relations with the general public and fellow employees.
 
Minimum qualifications: High school graduation or GED certification plus three years responsible clerical and/or administrative experience. One year of college or business school course work may be substituted for one year of experience, or any other equivalent combination of experience and training.

Working Conditions: Positions in this class require regular attendance and are located in various office settings. Normal working conditions include repeated keyboard operations, long periods of sitting at a defined work station, working at service counters, occasional lifting of objects up to 20 lbs, movement within a building and exposure to numerous, distractions, noises and interruptions.

Special requirements: Possession of a valid Washington State Driver's License may be required.

Other information (if any) specific to this position

This is a temporary position that will last through December of this year.  The position is a 95% FTE (38 hours a week) and medical/dental and vision benefits will be offered. 

The following is an overview of the benefits available to the regular-status, non-union employees of the City of Tumwater (benefits for part-time employees will be pro-rated):

Vacation: Regular full-time City employees earn 96 hours of paid annual leave during their first year of employment. This rate is increased to a maximum of 184 hours per year, depending upon length of service.

Sick Leave: Sick leave is accrued by regular full-time City employees at the rate of 8 hours per month. Sick leave may be used only to ensure an employee's health, and for absences caused by death or illness of a member of the employee's immediate family.

Holidays: Most City employees receive 11 paid holidays (at 8 hours each) annually, one of which is a floating holiday.

Retirement: Eligible City employees are mandatory members of the State of Washington Public Employees Retirement System (PERS) or Law Enforcement Officers' and Fire Fighters' Retirement System (LEOFF) or Public Safety Employees' Retirement System (PSERS). Both the City and the employee contribute to the system. The state retirement system provides retirement benefits and also benefits for people who are disabled. Employees leaving City service prior to retirement may withdraw their total contribution with interest.

Deferred Compensation: Employees may directly reduce their taxable income and defer this taxation until retirement or withdrawal of funds by participating in a deferred compensation plan. Deferred compensation allows an employee to defer up to $18,500 of his/her gross annual salary (more if over age 50) in 2018. The employee chooses how to invest his/her deferred salary.

Insurance Plans: Each full-time City employee in 2018 will receive a contribution of $1,605 per month toward the purchase of medical and dental insurance. (Amount is pro-rated for part-time employees.) This monthly amount pays approximately 75% of the costs of a family of four. Full family dental and medical coverage requires an employee contribution toward the cost of premiums. Employee's whose insurance needs are less than the monthly contribution can purchase other kinds of insurance such as disability insurance or take a portion of the left over money as cash. New employees are required to have City medical insurance. The City also offers medical and dependent care flexible spending accounts, subject to eligibility requirements.

Health Reimbursement Arrangement (HRA):  The City contributes a flat dollar amount per full-time employee to an HRA VEBA program for current or future health care expenses is required. The employee chooses one of three investment options for his/her account. In 2016 this monthly amount per full-time employee is $55.00.

Group Life Insurance: The City will purchase for each employee $10,000 worth of group term life insurance.*

Liberty Mutual Insurance: City employees are eligible for discounted auto and home insurance.

EMPLOYMENT

Hours of Work:  The normal work week is forty (40) hours, Monday through Friday. Customized work schedules may be available at the discretion of the position supervisor. Some positions require weekend, evening, shift or holiday work or overtime.
