General Job Description

The Texas Education Agency (TEA) oversees the primary and secondary education of 5.3 million students in Texas public schools by providing leadership, guidance, and support to school systems.  Well-equipped agency employees are critical to ensuring local school districts, superintendents, and teachers are supported to ensure the Agency's Strategic Plan is successful in achieving our vision to prepare the public school students in Texas for success in college, career or the military.
 
TEA seeks a Manager II, Agency Services Division to assist in managing a variety of critical daily agency operation and support services.  This position works across all divisions and is vital to the success of continued, effective and efficient operation of a large education organization.
This position reports to the Director of Agency Services, while working closely with other senior Agency leaders when necessary. Works under general supervision with limited latitude for the use of initiative and independent judgment.

Essential Job Functions:

  • Serve as the Agency property manager through monitoring agency compliance for asset management including conducting yearly property inventory of agency property assets and agency assignment reports.   Work directly with the Director of Agency Services and serve as the point of contact when necessary, to project manage office wide construction projects and staff moves including adding, removing or reconfiguring modular furniture with the Texas Facilities Commission and other stakeholders. 
  • Assist in the development of guidelines, procedures, and schedules for Agency personnel around facility and operation functions including the development of a new online facilities management tool.  Under the leadership of the Director of Agency Services, prioritize and coordinate with divisions across the Agency as well as serve as the liaison for the Agency to outside vendors around Agency construction and facility projects.
  • Work in tandem with the Director of Agency Services to ensure critical daily agency operations and support services are carried out in a timely and high quality manner.  This includes overseeing the budget of the division, ensuring accurate and prompt payment of invoices, planning, managing the daily requests of Agency employees and functions (mail, supplies, copy center, Agency phone switchboard/visitor's reception, facilities, fleet), and assisting with State record retention and disposal policies with the records management coordinator at the Agency.
  • Serve as the Assistant Risk Manager for the Agency and help oversee agency wide workplace safety issues. Coordinate the annual Risk Management audit for the Agency and the fire marshal inspection visits. Assist in the development and coordination of agency response to Safety and Fire drills. Work closely with the State Office of Risk Management to mitigate potential agency incidents.

Minimum Qualifications

Education:  Graduation from an accredited four year college or university.

Experience:  A minimum of four (4) years experience in the management of a business function, division, or department.

Physical Requirements: Ability to move 30 pounds; hold a valid Texas driver's license.
 
Substitution:  Experience and education may be substituted for one another.

Knowledge, Skills and Abilities (KSAs):

Knowledge of:  General knowledge of state agency facility rules and regulations; Comptroller of Texas State Purchasing Accounting rules (SPA); State Office of Risk Management (SORM) rules and regulations; asset management knowledge; US and express mail procedures; Microsoft Office suite; Auto CAD software knowledge preferred.

Skill in:  Ability to prioritize work and collaborate with diverse individuals and groups; managing multiple projects with varied timelines; communicating to a variety of audiences; facilitating cross functional meetings when necessary; developing and maintaining effective working relationships within the Agency.

Ability to:  Prioritize competing demands for assistance; oversee the completion of multiple projects at different stages of development while maintaining quality and consistency across all work in an ever-changing environment; adapt to unexpected tasks; maintain effective working relationships with a variety of individuals and groups; receive and apply feedback; and work in an environment that requires short turnaround times and the possibility for work outside normal working hours.

Salary is dependent on qualifications.

Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.

Health Insurance:  After a brief waiting period, your health insurance is paid by Texas Education Agency.  You pay 50% of the cost of dependent coverage.

Other insurance options:  You may select from two dental plans, employee and dependent term life, long-term and short-term disability, and long term care.

You may elect to participate in a flexible spending account.

Retirement:  You and Texas Education Agency each contributes 9.5% of your gross salary into a defined benefit retirement plan.

Voluntary retirement plans:  You may elect to contribute to a 401(k), 403(b) and/or 457 plan.

Vacation leave:  Effective your first day of work, you begin accruing vacation leave.  Your rate of accrual increases based on length of employment.  You may use accrued vacation leave once you have completed six months of continuous state service.

Sick leave:  Employees earn eight (8) hours of sick leave each month.
