Correctional Industries (CI) within the Department of Corrections (DOC) is seeking a highly motivated and qualified individual as an Assistant Director of CI Financial Operations. This position is located at Correctional Industries Headquarters in Tumwater, Washington. This position is exempt from Washington State Civil Service rules. Exempt employment is considered at will.

Responsibilities

This position provides the highest level of strategic budgeting and financial planning guidance to CI's Assistant Secretary and executive leadership, and is responsible for ensuring CI manages its resources in compliance with the state and federal requirements. Responsible for a vision and leadership in development and oversight of CI's annual non-appropriated forecasted budget of $114 million and estimated $5 million capital investment budget, as well as $9 million in appropriated funds.  

This position will have primary day-to-day responsibility for planning, implementing, managing, and controlling all financial-related activities for CI.  This will include responsibility for budgeting, forecasting, accounting, contracts, purchasing, payables, and management services, strategic financial planning, financial costing, fiscal notes, and Revolving Fund 401 financial reporting.  

This position has responsibility for development, implementation, and oversight of CI's operating budget and directly responsible for nine staff and indirectly responsible for 45 staff statewide.  Plans, leads, and controls the financial work performed by the organization.  Ensures appropriate and optimum use of CI's resources, and supports effective coordination and communication throughout the organization.  

This position is accountable for directing and sustaining the financial infrastructure necessary to support financial management and budget analytics that are aligned with CI vision and mission.  The position provides project management to high risk projects that impact CI's policies, programs, budgets and appropriated dollars. 

Assesses and evaluates financial performance of organization with regard to long-term operational goals, budgets and forecasts.  

Provides insight and recommendations to both short- and long-term operational growth plan of the organization.

Participates in pivotal decisions as they relate to strategic initiatives and operational business models.

Qualifications

Required:

  • Ten (10) or more years in a progressively responsible financial leadership role;
  • Five (5) or more years of professional level management experience involving budgeting, financial analysis, and public policy;
  • Experience and understanding of the legislative and political process;
  • Five (5) or more years of professional level management experience involving budgeting, financial analysis, and public policy; and
  • Bachelor's degree or higher with major studies in Business and/or Public Administration, Political science, Planning and Development, Finance, or related discipline from a recognized accredited college and/or university whose accreditations are recognized by U.S. department of Education (USDE) or the council of Higher Education Accreditation (CHEA) or foreign equivalent
Knowledge, skills, and abilities include:
  • Effective written and oral communication and presentation skills;
  • Knowledge of personnel management including performance evaluations, diversity, and the disciplinary process; and
  • Ability to communicate, negotiate, and resolve conflicts with the Legislature and the Office of Financial Management

  • Licensed Certified Public Accountant

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
