Please Note: The Deputy Director of Workforce Investment is an at-will class and serves at the pleasure of the Director of Workforce Investment.

Duties may include, but are not limited to the following:

  • Assists the Director in managing and coordinating the fiscal, planning, monitoring, affirmative action and program operation activities, contract and grant management, program analysis and evaluation and budget preparation.
  • Directs and evaluates the work of all direct report managers.
  • Represents the department with Federal, State and local agencies.
  • Interprets and implements Federal, State and local laws, regulations and policies.
  • Analyzes problems and proposes changes in policies and internal operations to resolve problems; makes recommendations on staffing and budgetary needs.
  • Coordinates planning activities; develops goals and objectives and provides technical assistance to staff in achieving them.
  • Oversees affirmative action and grievance procedures.
  • Oversees Injury Illness Prevention Program
  • Oversees program monitoring and corrective action processes.
  • Acts for, and in the absence of, the Director.
  • Oversees the regional organizer/regional training coordinator, and the execution of all regional grants at the direction of the Director.
  • Oversees the development and implementation of the WIOA Local and Regional Plans
  • Lead and support WDD Workforce Operations team to ensure effective demand driven, data supported, customer focused delivery of workforce development services through the career center system 
  • Manage vendors in compliance with WIOA and County requirements
  • Manage vendor and partner relationships in support of daily operations and special projects 
  • Understand and track the labor market to inform and guide the workforce team and career center for effective outcomes for customers
  • Oversee system delivery operations including but not limited to contract negotiation processes and management toward performance outcomes
  • Responsible for Human Resources obligations in the department.
  • Chief departmental grant writer.
  • Performs a broad range of management and administrative duties.

Minimum Qualifications

Experience:

Four (4) years of progressively responsible supervisorial work experience in budgeting/fiscal management, program strategic planning and implementation, grant writing or contract management

Education:

Graduation from an accredited four (4) year college or university with major in public administration, management, public policy, business administration, or other closely related field (additional qualifying experience may be substituted for the required education on a year-for-year basis).

License:

A valid California driver's license may be required at the time of appointment.

ALLOWANCES
EXPENSE ALLOWANCE


$100 per month expense allowance.

HOLIDAYS & LEAVES

MANAGEMENT LEAVE

96 hours per Fiscal Year (prorated for the time remaining in the fiscal year).

VACATION
10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 40 hours).

SICK LEAVE
.0462 hours sick leave for each paid regularly scheduled work hour. 12 days (96 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

HOLIDAYS
Twelve paid holidays annually plus one optional holiday.

BEREAVEMENT LEAVE
Three (3) regularly scheduled work days or five (5) days if distance traveled over 500 miles one-way.

INSURANCE
HEALTH INSURANCE

County paid health plan with maximum contributions; 100% for employee up to maximum of $420, 50% of dependent up to maximum of $100 for child/$220 for spouse biweekly. There are multiple health plans to choose from. County paid dental and vision plans, 100% for employee, with 50% of dependent premiums paid by the County.

DISABILITY INSURANCE

Management Disability Plan includes a comprehensive Short/Long Term Disability plan paid for by the County.

LIFE INSURANCE
$80,000 County-paid Management Life Insurance coverage. $5,000 County-paid Life Insurance coverage (Accidental Death and Dismemberment included). Voluntary Term Life and Universal Life Insurance available - premium paid by employee.

RETIREMENT
DEFERRED COMPENSATION


The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.

EXTRA HELP EMPLOYEES DO NOT QUALIFY FOR COUNTY BENEFITS.

MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION

 
The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security.  The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.
