Chief Budget Officer - WMS03

The Department of Fish and Wildlife is recruiting to fill one full time, permanent, Chief Budget Officer position. The duty station for this position is at the Natural Resources Building, Olympia, Thurston County.

The Chief Budget Officer's primary roles are to establish clear budget processes, develop and implement budget policy and to provide decision-makers with clear budget information. The position is responsible for the budget development process and final review of the Washington Department of Fish and Wildlife (WDFW)'s budget submittal, and all agency-level operational processes of managing the budget. This position works with all agency programs to ensure implementation of best management practices for budgeting and ensures accountability. This position provides strategic direction to the Department for the most effective and principled use of available resources to achieve WDFW's mission. It influences decisions to ensure that financial resources are managed properly and meet the interests and direction of our stakeholders, the Governor, the Legislature, and the Fish and Wildlife Commission. The principle products include agency budget request process, agency revenue analysis, and agency budget monitoring quarterly reports, agency fiscal notes, and communications around budget issues.

The Chief Budget Officer will also be undertaking a strategic process to consolidate budgeting at the WDFW.  This consolidation process will result in increased accountability and transparency throughout the Department and will require strong leadership.

Responsibilities

  • Supervise, manage and coordinate the efforts of the Central budget shop.  Ensure workload is balanced among staff, staff are being given growth opportunities, staff skills are being fully applied, and all work is being completed well and on time.
  • Lead agency budget decisions, frame budget conversations, and manage agency budget processes.  The Budget Officer influences decisions made in the Department regarding the use of financial resources and provides counsel and recommendations to executive management and the Director's Office.  This position develops policies to implement the Department's budget process, including budget development, allotment preparation, expenditure and revenue monitoring and analysis, and implementation of OFM and legislative directives.  Facilitates the Financial Administration & Coordination Team to keep all programs informed and aligned.
  • Build and maintain positive relations with OFM, the Legislature, other state agencies, and other partners.  Communicate diplomatically and clearly.
  • Develop and lead an all agency approach to consolidating budget to improve transparency and accountability. This process will result in improved budget oversight and allow for more strategic decision making. As part of the budget consolidation, the CBO will provide strategic direction on agency budget matters, agency structure around budget and be able to recommend changes to the  Deputy Director. Advise budget and policy staff throughout the agency on budget matters. Develop strong working relationships with the Program Budget and Administrative Managers as key partners.

  • The Budget Director requires complete knowledge of the agency's budgetary and policy issues in order to make recommendations to the Deputy Director, the Director, the Assistant Directors and the Executive Management Team on the fiscal impacts of policy proposals.  The actions of this position impact the agency's accounting, budget and policy decisions.  This position requires advanced technical skills and knowledge, and the ability to work with the agency's management, agency staff, and its counterparts.

Qualifications

The ideal candidate will have all the following requirements:

  • Bachelor's or Master's degree in a relevant field.
  • At least five years experience with state or local government.
  • At least two years experience supervising staff.
  • Two or more years in budget development at OFM, the Legislature or in an agency budget leadership position whose focus is agency strategy and budget development and executive consultation. Experience with strategic change processes.
  • Working knowledge of the statewide budgeting systems (BASS, AFRS, TALS, etc.).
Management/supervisory competencies:
  • Supervising Experience: The position manages the agency's central budget and revenue team, five staff with diverse roles and responsibilities.  Additionally, the Budget Officer will lead agency-wide budget consolidation, which will bring more staff under this person's span of control.
  • Self-awareness: This position collaborates with staff throughout WDFW and will be leading a significant change. It is critical that the successful candidate be aware of how they are perceived and how their interactions are impacting others, understand their own strengths and know when to ask for help.
  • Change Management:  This position will be responsible for consolidating budgetary functions from across the agency and standardizing budget processes to increase transparency, apply best practices, streamline fiscal management and budget oversight, and improve the agency's strategic use of funds to meet emerging challenges and opportunities. The agency is currently developing standard best practices for a number of internal budget processes. This position will need to build consensus and listen carefully to ensure that needs are addressed as we move forward.
  • Budget Experience: Preferably five or more years with a combination of agency, legislative and OFM experience.  The position is responsible for developing agency budget requests, fiscal notes and several other products for internal and external use.
  • Process Management:  The position coordinates budget processes agency-wide, and plays a lead role in developing agency budget strategies and facilitating executive decisions concerning budget decisions. 
  • Analytic and Strategic Leadership Skills: The position will need to identify and respond to budget issues, develop and assess options in a collaborative team environment.
  • Communication Skills:  The position makes presentations to and coordinates with: agency budget staff, the agency executive management team, and budget and policy staff from other agencies, the legislature and the Office of Financial Management. 
  • Professionalism and Integrity:  The position must build and maintain strong relationships with all partners above, work well under pressure and competing deadlines, and make difficult and principled decisions.  Be open and transparent.

Working Conditions
The position is located in the Natural Resources Building in Olympia. The working environment is an office setting, with most tasks involving sitting at a desk and working on a computer. The schedule for this position is 8:00 am-5:00 pm, Monday-Friday. Some occasional travel may be required.

Retirement and Deferred Compensation
