The primary purpose of this position is to respond to emergency situations by rendering emergency medical aid or advanced life support to ill or injured individuals before and during transportation to or between health care facilities. The EMT – Paramedic assists with EMS personnel training and instruction and performs other duties as directed.

Platoon 24-hour Shift Schedule is required.  Wisconsin Residency is not required; however, a 45-minute off duty call back response is required.

Essential Job Functions

  • Must reside within a 45 minute off duty call back range of the EMS station assigned to (River Falls or Prescott)
  • Performs emergency aid and/or life support activities to the ill and injured utilizing basic and advanced techniques per accepted medical direction guidelines.
  • Performs daily station duties, assignments and special duties as assigned.
  • Acts as a daily shift supervisor while on shift. Assigned special duties per shift such as.

    • Vehicle & Equipment Maintenance
    • Quality Assurance (QA Billing)
    • Protocol Revision
    • Inventory Control
    • Paid Per Call Employee Academy
    • Information Technology
  • Must be able to hold and self-maintain a Wisconsin Paramedic/Critical Care Paramedic license as condition of employment.
  • Maintain a high level of skill competency and knowledge base pertaining to the Paramedic and Critical Care level.
  • Manages and directs first responders and medical personnel at the scene of an emergency situation, when placed into a lead position for the shift.
  • Determine appropriate BLS and ALS patient care, destination hospital and use of mutual aid or additional services per medical guidelines and department policies.
  • Operates and drives emergency vehicles in a safe manner under all conditions.
  • Works as a team member with Fire Department personnel for technical rescues in removing victims from varied terrain and circumstances.
  • Work as a team member with Police Department personnel for special situations or circumstances that require EMS involvement.
  • Communicates with dispatch, receiving hospital, and medical control via two-way radio or cellular phone.
  • Completes necessary paperwork for patient care, miscellaneous forms and other reports in a highly confidential manner compliant with HIPAA Privacy Act and other Federal and state confidentiality regulations.
  • Maintain a high level of competency within the volunteer and full-time staff
  • Member of the internal hiring committee to assist in the interviewing process.
  • Actively pursue and participate in public relations events that relate to River Falls EMS and the community
  • Assists in maintaining records of vehicles, supplies, and daily work.
  • Assists in coordinating continuing education programs and orientation programs.
  • Assists with River Falls EMS Public Education Program.
  • Assist in mediating disputes between crewmembers and other agencies. Includes reporting all disputes to the Director.
  • Actively recruit new paid volunteer members for the ambulance service.
  • Performs other related duties as assigned by the Director, or Medical Directors.

Knowledge, Skills and Abilities

RESPONSIBILITIES RELATED TO PATIENT PRIVACY:
The paramedic is expected to protect the privacy of all patient information in accordance with River Falls EMS privacy policies, procedures, and practices, as required by federal and state law, and in accordance with general principles of professionalism as a health care provider. 
 
SPECIAL REQUIREMENTS:
Paramedic must not have an arrest or conviction record and must have a clear criminal and caregiver background check under Wisconsin Act 27. EMT – Paramedic must understand and agree to the national EMT Code of Ethics, and is required to carry an ambulance pager or be able to receive phone calls while off duty.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel objects, tools or controls, and talk and hear. The employee is frequently required to stand, walk, reach with hands and arms, stoop, kneel, crouch, crawl, lift, carry, push or pull. Specific vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.
 
The work may require the paramedic to move medical equipment and extract injured persons from a wide variety of situations that may involve injuries or illness from vehicular, industrial and residential accidents. Periodically, the work may require movement over various types of terrain, (hilly, steep, rocky, rough, and/or wet/slippery surfaces). The paramedic must be able to assist movement of a patient from the site of the injury to the mode of transportation (vehicle/helicopter) and accompany the injured party to a health care facility. 
 
The employee must occasionally lift, push or pull up to 110 pounds or more.

POLICE OFFICERS are under the Professional Police Association Labor Agreement and therefore may have slightly different benefits than what is outlined below.

MEDICAL (Regular Full-time and Regular Part-time)
The City of River Falls provides health insurance at a shared cost for eligible employees (working at least 30 hours a week). 

DENTAL (Regular Full-time and Regular Part-time)
The City of River Falls provides dental insurance at a shared cost for eligible employees (working at least 30 hours a week). 

LIFE INSURANCE (Regular Full-time and Regular Part-time)
Life insurance is available to all eligible employees working 30 hours or more. 

SUPPLEMENTAL insurance options are available for employees to purchase for self, spouse or dependent children.

LONG TERM DISABILITY (Regular Full-time and Regular Part-time)
The City provides LTD coverage for eligible employees.

PAID TIME OFF (PTO) The City provides 240 hours of PTO, pro-rated for regular Part-time employees less than 40 hours.

HOLIDAYS (Regular Full-time and Regular Part-time)
The following days are observed as holidays:  New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, day after Thanksgiving, Christmas Eve Day, Christmas Day.

FLEXIBLE SPENDING ACCOUNT (Regular Full-time and Regular Part-time)
Under Section 125 of the Internal Revenue Code, employees who enroll in a flexible benefit plan are allowed to set aside pre-tax dollars to help pay for certain out-of-pocket health care expenses as well as dependent day care expenses.  Paying for these expenses with pre-tax dollars lowers employee taxes, thereby adding additional spendable income to each paycheck.  Payroll dollars contributed to this plan are not subject to Federal, State or Social Security taxes.

DEFERRED COMPENSATION
Eligible employees can set aside a portion of income to accumulate on a tax-deferred basis; therefore the deferred amount is not subject to current income tax.  These dollars and the interest earned are not taxed until the money is withdrawn- normally at retirement.  The City offers a plan through ICMA-RC.  Participation is voluntary.

WRS (WISCONSIN RETIREMENT SYSTEM)
All regular employees who meet the enrollment standards will automatically become members of the Wisconsin Retirement System.  The City and employee are required to contribute based on current law, WRS standards, guidelines and City policy.

The City offers an EAP program which includes confidential advice, various resources and support for employees and family (traditional and non- traditional) in the areas of life challenges and transitions, stress management, health issues, legal assistance, financial difficulties as well as many other areas an individual may be dealing or coping with.
