The Department of Children, Youth and Families is a new cabinet agency in Washington State that has been established for the purpose of delivering existing services in a way that produces better outcomes for children, youth, and families served by the State of Washington.
 
We're looking for a Human Resource Consultant 1 to join our team to help build DCYF, working toward the common goal of eliminating child and youth outcome disparities based on race and ethnicity. The vision from the legislature is that "All Washington's children and youth grow up safe and healthy-thriving physically, emotionally, and educationally, nurtured by family and community."

The Opportunity:
As a Human Resource Consultant 1 you will be interacting with customers on a daily basis, completing accurate and timely keying of personnel and payroll actions, and providing para-professional consultation on a variety of HR issues. Your keen attention to detail and the ability to read, interpret, and apply state and federal law, collective bargaining agreements, and agency policy will be essential as you help educate and explain our "why" to our customers.
 
This permanent, full-time position is located in Yakima, WA. 
  • Acts as first point of contact for managers, supervisors, and employees, using active listening to fully understand the issue at hand.
  • Provides professional human resource consultation and advice to appointing authorities, managers, supervisors, and employees.
  • Keys personnel and payroll actions for new hires, promotions, demotions, transfers, reallocations, non-permanent appointments, etc., in the state's Human Resource Management System, HRMS.
  • Reviews completed correspondence including disciplinary actions, grievance responses, etc.
  • Reviews and provides feedback on documents related to employee management including performance and development plans, expectations, position descriptions, etc.
  • Consults with employees and supervisors on FMLA-related issues. Prepares FMLA paperwork and processes appropriate forms, consulting with the reasonable accommodation specialist as needed.
  • Provides advice and guidance on requirements of human resource related DCYF administrative policies, procedures and guidelines, Collective Bargaining Agreements (CBA's), and Washington State Administrative Codes (WAC's).
  • Provides individual counseling to employees and supervisors regarding personnel matters, benefits, and career progression.
  • Creates and maintains personnel files, taking necessary action to keep information current and confidential and in compliance with personnel rules, agency policy, and the CBA's.
  • Serves as backup to other HR Consultants as needed
 
 
What we are looking for:
  • Ability to maintain confidentiality at all times.
  • Bachelor's degree with an emphasis in business, human resources, social or organizational sciences or related field. Equivalent experience may substitute, year-for-year for the education requirement
 
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • At least six months of experience using the Washington State Human Resources Management System (HRMS)
  • One year of experience in a human resource, payroll, or benefits administration role
  • Intermediate level skill in Microsoft Office Suite products including SharePoint

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
