Description

Under the general direction of the Director of Public Works, oversee the provision of technical engineering services for plans and projects within the DPW and under consideration by other Town departments, boards or commissions; perform administrative duties related to management of the Engineering Division; and coordinate operations of DPW in the absence of the Director.
 

Responsibilities

-Provide engineering advice to the Director of Public Works regarding development and maintenance of public works plans, projects and facilities. Direct and review the designs and calculations of various Public Works construction projects.

-Conduct research, prepare cost estimates and make recommendations to the Director on future needs regarding public works projects, programs and capital development plans.

-Supervise the design and construction of public works projects such as roads and parking lots, refuse disposal systems, water systems, sewer systems, parks and playgrounds. This includes reconstruction estimates, submittal of project requests and reimbursements to the state DPW.

-Supervise the preparation of requests for proposals and selection of designers and consultants for various public works projects.

-Participate occasionally in survey parties, construction inspections and police traffic safety inspection activities as required. Provide information and assistance to engineers, surveyors, and the general public.

-Provide technical engineering consultation and service to Town boards and commissions such as the preparation n of plans and sketches with accompanying explanatory reports; and furnish the Planning Board with engineering data and engineering review of development projects. Review subdivision and site plans and calculate performance bond amounts.

-Supervise the maintenance of Town records and plans, including public works projects, water plans, sewer plans, drainage plans, road plans, registry plans, etc. Responsible for overseeing the maintenance of records and files within the Engineering Division.

-Coordinate engineering functions with other divisions, municipalities and agencies. Prepare preliminary designs, cost estimates and engineering service to other Town Departments.

-Advise state, county and other municipal officials on technical aspects of local public works programs and projects.

-Perform administrative duties related to management of the Engineering Division. Participates in hiring of division staff, provide daily direction. Prepare employee performance evaluations and counsel and discipline staff consistent with Town policies.

-Review all street opening request and issue permits.

-Responsible for developing and monitoring the division budget, capital project budgets, and Chapter 90 state aid funds, consistent with relevant statutes, regulations and Town policies.

-Perform related duties as required.

-Planning, management, organizational and supervisory skills.

-Financial management skills.

-Ability to communicate effectively both verbally and in writing; to establish positive public relations for the Town, department and/or division; and to interact effectively with a wide variety of people.

-Expert knowledge of the principles, practices, regulations and laws related to civil engineering in the public sector and ability to apply such standards to individual situations.

-Considerable knowledge and experience in construction, materials and operations associated with roads, sanitary landfills, water systems, and sewer systems.

-Ability to use basic computer applications.

Education and Experience

Duties require Bachelor's degree in Civil Engineering; knowledge of complex technical engineering polices, standards and procedures; seven years of progressively responsible experience principally involving public work construction; or any equivalent combination of education and experience. Job requires registration as a professional engineer or the ability to obtain Massachusetts registration within six months.
 

Supplemental Information

Supervisory Responsibilities

Supervise staff of three. Coordinate operations of DPW in the absence of the Director of Public Works.

Physical Elements

-More than half of time spent in normal office setting.

-Occasional periods spent outside subject to weather conditions while inspecting or directing work.

-Occasional walking, standing, climbing; occasional requirement for sustained uncomfortable physical positions.

-Regularly uses computer keyboards requiring eye-hand coordination and finger dexterity.

-Involves travel to meetings and other communities.

-May involve attendance at evening meetings.
