Description

Under the direction of the Collector/Treasurer, Assistant Collector Treasurer, and the Supervisor of Water/Sewer Billing,  assist in water/sewer billing and collection, perform bookkeeping and account maintenance duties and provide customer service. Note to Applicants: Going forward this position is slated to be part of the Centralized Services Department.

Responsibilities

Responsible for bookkeeping and account work related to the water/sewer billing process including:

1.  Compute and generate special bills.
2.  Calculate and  generate abatements and refunds.
3.  Post daily receivables and name changes.
4.  Maintain new account information.
5.  Process and post lockbox payments.
6.  Post fire services payment.
7.  Balance daily water/sewer receipts.
8.  Assist in balancing and generating water bills according to established schedule.
 
Provide assistance to customers of the department.  Greet visitors, answer telephones, explain department procedures and respond to questions within level of expertise and authorization, referring more complex issues to supervisor.  Collect cash and check payments; issue receipts and adjust records; research real estate, personal property, excise tax, parking tickets and all other basic functions of the Collector/Treasurers' Office as directed. 

Routinely provide coverage for Water/Sewer Billing Supervisor, and assist in water/sewer problem reconciliation. 

Devise daily work plan,; select appropriate course of action to achieve desired objectives, referring only unusual cases to supervisor; perform duties unique to the department's bookkeeping needs; perform duties of other clerical staff in their absence. 

Schedule special water readings. 

Issue boat plates and parking stickers. 

Perform related duties as required.

Qualifications

Skills, Knowledge and Abilities

Proficiency in MS Office; knowledge of Continental Utility Solutions (CUSI), MUNIS and QuickBooks preferred 
Knowledge of standard office procedures, practices, forms and equipment; dexterity and accuracy in operating adding machines and computers

Knowledge of and familiarity with basic bookkeeping principles, procedures, records and forms; ability to use automated accounting modules and mainframe batch program.  Knowledge of billing cycles and procedures. 

Ability to prepare routine correspondence and reports utilizing computerized office applications including but not limited to: MS Office applications, MUNIS and CUSI. 

Ability to understand, learn, interpret and explain policies and procedures and to apply such guidelines appropriately to different situations. 

Ability to learn and operate computer systems. 

Ability to interact effectively and pleasantly with a wide variety of individuals including customers, co-workers, outside professionals and members of the public. 

Ability to understand, select and perform basic mathematical calculations efficiently and accurately. 

Ability to perform multiple tasks and deal effectively with interruptions. 

Ability to perform detailed work accurately and with dispatch. 

Education and Experience
Duties require two years of secretarial or business school, with knowledge of office administration, secretarial practices, financial record keeping and automated office systems; 3 years related experience; or any equivalent combination of education and experience.

Supplemental Information

SUPERVISORY RESPONSIBILITY
Provide assistance and functional advice to clerical staff and assist with selected assignments to meter readers and water maintenance personnel.
 
PHYSICAL ELEMENTS
Normal office environment, not subject to extremes in noise, temperature, odors, etc. 

Intermittent standing to assist customers or other staff members. 

Frequent interruptions to assist customers in the office or on the phone. 

May spend extended periods at terminal, on telephone, or operating other office machines, requiring eye-hand coordination and finger dexterity. 

Regular lifting and carrying of files, documents, records, etc.
