The Clean Energy Programs Manager works under the direction of the Director of Energy Programs at Peninsula Clean Energy (PCE) and has responsibility for developing and implementing the strategy for local energy programs within PCE's footprint in San Mateo County aimed at transportation and building electrification with an initial emphasis on transportation. The position may also support PCE programs aimed at development of distributed generation and storage.
 
This person will support research and program development of new programs as well as the implementation of energy programs approved by the PCE Board of Directors that meet PCE's organizational goals. Examples of programs include incentives to encourage electric vehicle adoption and infrastructure, energy storage, micro-grids, and local renewable energy development, to name a few.
 
This position requires strong collaboration skills to work with internal and external stakeholders of multiple levels. It also requires an understanding technical aspects of electric energy use, and ability to research and analyze associated data.  We are looking for someone who is highly organized, has strong attention to detail and able to manage activities across multiple projects.
 
The salary range is $100,000 - $130,000.
 
PENINSULA CLEAN ENERGY
 
Peninsula Clean Energy (PCE) is the new community choice energy program (known as a "CCA") for San Mateo County.  As of May 2017, PCE is the electricity provider for all electricity accounts in the 20 communities in San Mateo County (Atherton, Belmont, Brisbane, Burlingame, Colma, Daly City, East Palo Alto, Foster City, Half Moon Bay, Hillsborough, Menlo Park, Millbrae, Pacifica, Portola Valley, Redwood City, San Bruno, San Carlos, San Mateo, South San Francisco, and Woodside) as well as the unincorporated county.  The city councils of each city were all unanimous in their support of joining PCE. 
 
This customer base includes almost 300,000 accounts, serving a population of 765,000, with a total electrical load of almost 4 million megawatt-hours.  PCE is the fifth operating CCA in California.  PCE launched in October 2016, and is one of the largest existing CCAs.  CCAs that launched prior to PCE include Marin County, Sonoma County, the City of Lancaster, and San Francisco City and County.  Additional CCA programs have launched since then, with more information available at cal-cca.org.

Examples Of Duties

  • Assist in developing strategies and program implementation for local energy programs including electric vehicle (EV) infrastructure, storage, building electrification and renewables. Includes evaluating program options, developing justifications for proposed strategies, and soliciting and taking input from stakeholders to refine strategies.
  • Draft Board memos on program.
  • Develop and facilitate partnerships across private, public, non-profit and research sectors for program development and execution.
  • Develop and execute requests for proposals (RFPs) including defining objectives and evaluation criteria, coordinating with communications team for publication, evaluating proposals, and recommending awards.
  • Support program management including development of contracts, assessing vendor budget and timelines, evaluating effectiveness and quality of work, recommending remedial actions when needed.
  • Develop timelines, manage deliverables and coordinate execution with internal and external stakeholders.
  • Track, assess and develop grant proposals.
  • Manage funder reporting including status reports and reimbursement requests in coordination with billing specialist and accountant
  • Work with subject matter experts on best-practices, guides, and workshops as required.
  • Serve as public spokesperson at events including developing talking points, external materials, speaking at events.
  • Provide input to program budget and staffing plans.
  • Supervise and direct interns.
  • Perform other duties as assigned.

Qualifications

Required Qualifications

  • BA/BS degree in engineering, environmental studies, business or other related fields.
  • A minimum of five years of experience in clean energy project management, budgeting, and project implementation. Experience with electric vehicles (EV), EV infrastructure strategies and deployment, and/or distributed energy expertise a plus.
  • Advanced capabilities in project management.
 
Additional Preferred Qualifications
  • Advanced degree or equivalent experience in project management, environmental studies, or clean energy business.
  • Experience in grant development and fundraising.
  • Demonstrated ability to develop and maintain complex partnerships.
  • Strong preference given to candidates that have Bay Area contacts in the municipal, utility, business and non-profit sectors in the areas of climate change, renewable energy, and energy efficiency.
  • Familiar with mission and goals of Peninsula Clean Energy.
 
Ability to:

  • Interact professionally and effectively with customers, commercial partners, PCE staff team, Citizens Advisory Committee, and Board of Directors.
  • Work with intermediate and advance MS Office functions, including Word, Excel, Outlook, and Powerpoint.
  • Work with tools including gantt charts and project management tools, CRMs and other advanced project tools.
  • Be part of a team of committed people.
 
Licenses/Certificates:
Possession and continued maintenance of a valid class C California driver's license or the ability to provide alternate transportation as approved by the CEO and a safe driving record.
