The TCP's Underground Storage Tank Unit located at the Northwest Regional Office (NWRO) in Bellevue, WA is looking for an Underground Storage Tanks Unit Supervisor (WMS 1). This position is classified as Washington Management Service (WMS) Band 1.  The salary is negotiable based on candidate qualifications.  To learn more about the state's management classification system, please visit this link.  

The Underground Storage Tanks Unit Supervisor position reports to the TCP NWRO Section Manager. The successful candidate will supervisor nine (9) professional staff (positions) in one of four (4) units in the NWRO. This position acts as a supervisor providing regulatory oversight to ensure that regulated facilities comply with the mission of the Department, Program, the Underground Storage Tank Regulations, the MTCA, and other applicable environmental laws, regulations, and policies. This position is critical to the Section's effort in meeting our program and agency goals and extensive initial investigation and prevention workload.

The successful candidate will have the ability and skills to successfully direct work to field employees. Proven success in both creating and maintaining high morale and accountability in dealing with employees or others. This position requires outreach skills to outside stakeholders and potential partners. This is a team-based position; candidates with the best fit, would need to be highly functional in a team-operating setting. Able to understand and implement program- and agency-wide functions above those of your section, and do so with a positive attitude.

Responsibilities




 
Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.
 
Some of the Key Work Activities for the Underground Storage Tanks Unit Supervisor position include:
  • Ensure the fair and consistent implementation of the UST regulations by providing support and direction to staff in the managing of, performing inspections of regulated underground storage tank facilities, report reviews, conduction database searches, performing facility/site data base entry and data maintenance, and providing technical assistance.
  • Manage and oversee the investigation of underground storage tank management systems, and conducting initial investigations for compliance with the MTCA and other relevant laws and regulations.
  • Provide technical assistance to service providers, consultants, industry, government authorities, the public and other agency staff.
  • Track and follow-up to ensure staff is meeting time requirements of enforcements.
  • Provide updates to the Section Manager on a weekly basis regarding Unit activities including inspections, Notices of Non-Compliance issued, interactions with EPA, and penalties issued.
  • Create and manage a survey to document interaction with site owners and operators and outcomes of inspections.
  • Resolve historical enforcements.
  • Assist staff in consistent implementation of UST regulations.
  • Lead and assist with hiring of staff.
  • Mentor and train staff.
  • Tracks and evaluates staff performance of work responsibilities and reviews staff work for technical accuracy and consistency with agency regulations, policies, and guidance.

Qualifications

 

Required Qualifications:
A Bachelor's degree involving major study in an environmental, physical, or natural science, engineering, planning, and/or closely allied field.
 
AND
 
Four (4) years of senior level professional experience in job classes such as an environmental Specialist 4, Natural Resource Scientist 3, Environmental planner 3, Environmental Engineer 3, Hydrogeologist 3 or community outreach & Environmental Education Specialist 4 or closely allied field OR five years of experience as an Environmental Specialist 3, Environmental Planner 2, Hydrogeologist 2, Environmental Engineer 2, Community Outreach/Environmental Education Specialist 3 equivalent or higher.
 
A graduate degree in one of the above fields will substitute for two years of experience.
 
One year of experience as a supervisor or team lead.  
 
Preferred/Desired Qualifications: 

Stress Tolerance: Effectively handle stressful or adverse situations, have good judgment, make good decisions, work calmly and accurately, and help calm others.
 
Project Management: Lead, plan, implement and manage projects. Develop project work scope, schedule, budget and priorities. Utilize and coordinate project support functions. Evaluate progress and prepare and present project reports. Direct and supervise project team members engaged in environmental activities. Schedule workload and assign task. Evaluate team member performance.

Initial 40-hour hazardous materials training followed by annual 8-hour refresher training.
 
Special Requirements / Conditions of Employment:
 
Must possess a valid Washington State Driver's License.

Retirement and Deferred Compensation
