Purpose

This position performs technical duties and tasks in the locating and marking of underground utility systems in the field.  Tasks may include performing simple inspections and making measurements of observations, gathering utility data and information, and keeping various underground utility system records.

Essential Job Functions

Locates and marks underground location of water, reclaimed water, wastewater and fiber optic lines through the utilization of electro-magnetic locating equipment, ground penetrating radar and other locating equipment to prevent utility damage during construction, boring and excavation operations for compliance with the State of Georgia Utility Facilities Protection Act (GUFPA) / Dig Law;

Contacts, communicates and performs and oversees utility dig locates for City field operating and development staff and private contractors to ensure compliance with the State of GUFPA / Dig Law;
 
Verifies that new City water, sewer, fiber/telecommunication and storm facilities, along with private subdivision and development, underground facilities are readily locatable per GUFPA / Dig Law;

Verifies location of City utilities for City Traffic Permitting Requests;

Uses electronic and/or paper utility maps, engineering plans, computer programs and other drawings to assist in determining actual location of utilities.

Compiles, separates, categorizes and maintains accurate paper and electronic records of Georgia 811 and Underground Protection Center (UPC) utility dig tickets into specific geographic working section of the City and County through the Georgia 811 web-site and cell-phone app;

Reviews, sorts, separates, stores and utilizes construction project as-built and construction drawings and identifies errors and / or makes corrections to utilities maps and relays the information for GIS mapping updates; 

Performs City of Savannah utility locates in conflict with contractors excavation plans through operation of electro-magnetic locating equipment and Ground Penetrating Radar (GPR); traces metal pipes without direct contact; excavates small sites with shovel, post-hole diggers, or vacuum extractor; and probes utilities with probing rod;

May work in rotating weeks and emergency on-call response after hours and some weekends; 

Performs other related duties as assigned. 

Minimum Qualifications

High School Diploma or GED; with two years of utility operation experience including one year of utility locating experience using a generally accepted electronic locating method; or any equivalent combination of education, training, and experience. Must possess a valid driver's license.
 

Additional Requirements
Background investigation, including supervised drug screen, post offer/pre-employment medical screen; a motor vehicle report will be conducted, and driving history must meet the standards outlined by the City of Savannah; and verification of education, certifications, and licenses required prior to employment. The final score on this examination will consist of a rating of education and experience, plus veterans' preference points, if eligible. The names of all competitors rated eligible for appointment will be placed on the proper register according to their final scores. 

Additional Information

Knowledge of confined space entry;

Knowledge and interpretation of Georgia Underground Protection Center (UPC) guidelines and Georgia Utilities Facilities Protection Act (GUFPA), municipal rules and regulations and ordinances relating to construction activities; and construction inspection practices and procedures;;

Knowledge electro-magnetic theory and use of electro-magnetic [locating] equipment and other utility locating methods (i.e., ground penetrating radar, acoustic, etc.). 
 
Requires reading of dials and gauges, performing mathematical computations rapidly and accurately;

Knowledge of city water, sewer, storm and fiber/telecommunication infrastructure and knowledge of respective engineering drawings;

Knowledge of computer applications and telephone apps related to the work;

Knowledge of computers and other modern office equipment and MS Word, Outlook, Google Earth, and ArcGIS mapping software;

Knowledge of heavy construction practices and techniques; engineering and construction trades; safety practices in the construction industry; construction inspection; basic mathematics; use of computers and tablets; utility as-built drawings, utility maps and construction plans;
 
Skill in establishing priorities and organizing and coordinating activities with others;

Skill in the operation of computers and other modern office equipment.

Skill in public and interpersonal relations and in oral and written communication and establish and maintain effective working relationships with other employees, officials and the general public;
 
Skill in reaching logical conclusion and following moderately complex instructions and procedures.
