Potomac Yard Metrorail Station Project Coordinator

An Overview
The Department of Project Implementation (DPI) is seeking a Project Coordinator to coordinate the design and construction of the Potomac Yard Metrorail Station Project which is being performed in partnership with the Washington Metropolitan Area Transit Authority (WMATA).  The position is responsible for insuring that all project tasks being performed by City staff and external organizations are on track; coordinating design/construction responsibilities with City staff, WMATA contractors and communicating project progress to all stakeholder groups.  The position is also responsible for project coordination with the National Park Service (NPS) who is a major project stakeholder.  This is a project based position with a limited term. 

The Opportunity
  • Monitors the project schedule, and provides oversight in the field to ensure that the Potomac Yard Metrorail Station Project is completed on schedule and within budget;
  • Provides oversight on the City review process, briefing all City boards, commissions, councils, and departments on the project status;
  • Reviews and approves technical drawings and specifications and contactor submittals, provides permit coordination, and reviews contractor RFIs;
  • Monitors WMATA's design-build contractor's work to protect the City's interest;
  • Manages the procurement process for obtaining necessary professional services as well as for the management of these contracts once awarded;
  • Works closely with other City departments and external stakeholders to ensure the City's interests are safeguarded throughout the project duration;
  • Attends community liaison meetings as the City's primary agent for the Potomac Yard Metrorail Station project;
  • Performs related work as required.

About the Department
The Department of Project Implementation was created to provide improved focus on the City's growing portfolio of complex capital infrastructure projects while shortening the delivery timetable of these projects through the application of best-practice project management methods.  The department is responsible for the implementation of capital infrastructure projects including intersection improvements, storm water and water quality improvements, sanitary sewer improvements, flood mitigation and park improvements.  In addition, the department coordinates and plans complex, multi-departmental projects such as the Waterfront Small Area Plan Implementation and the Potomac Yard Metrorail Station.  DPI is dedicated to professional development opportunities.  Employees are encouraged to seek out training opportunities and certifications to help the department achieve success.

Minimum & Additional Requirements

To qualify for this position, all candidates should possess at least a 4-year degree in Civil Engineering; at least five (5) years of related experience in a position as a professional engineer; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must possess a Professional Engineer Certification License in the Commonwealth of Virginia or eligible of Virginia registration by reciprocity.

Preferred Qualifications

To be considered as an ideal candidate, one must possess at least fifteen (15+) years of experience managing large-scale complex construction projects; demonstrable expertise in the management of all phases of design-build contracts, certification by the Construction Manager Certification Institute as a Certified Construction Manager, experience in the construction of light rail facilities and experience in working with WMATA or other similar agencies.  The ideal candidate must have experience preparing and reviewing plans, schedules, technical specifications and contract documents for large scale, complex construction projects; experience in the supervision of multi-discipline teams including the management of staff and design consultants, experience in the management of construction contracts and experience communicating with internal/external stakeholder groups.
