Pay Grade:  Manager 7

The Senior Procurement Manager is responsible for the execution of all forms of procurement, both formal and informal, for all goods and services procured by the College. The Senior Procurement Manager will ensure that all College procurement is executed in accordance with College policies and procedures, as well as state and federal regulatory requirements. 

Responsibilities and Duties (*Essential Functions)

*Collaborates with senior leadership to optimize opportunities for strategic planning by aligning departmental goals, business needs and timing requirements with procurement objectives; leads project management for long-term IT procurement related to the College's Capital Improvement Program

*Implements relational and process efficiencies, tools and practices to shepherd formal procurement projects through approving agency requirements from the NC Purchase and Contract as well as NC Department of Information Technology

*Researches, interprets, and explains federal and state laws, regulations as well as College policies and procedures to provides advice, guidance, and technical assistance to all College departments on matters concerning public procurement compliance

*Supervises formal and informal procurement team in the development of technical requirements, specifications and evaluation criteria necessary for the preparation and issuance of solicitation documents, i.e.,Request for Proposals, Invitations for Bids and Requests for Quotes

*Interfaces with College community by working with departments to outline, clarify and administrate procurement requirements and to advise and strategize on available methods and suppliers for purchases

Develops key performance indicators and progress tracking tools for reporting college-wide and divisional procurement effectiveness

Establishes methodologies for cost savings and reductions by leveraging industry, sourcing and spend concentration analysis

Performs an annual risk assessment and implements compliance, financial, supplier, pcard and fraud risk responses and controls

Cultivates business relationships with suppliers seeking to do business with the College and manages negotiations with supplier community regarding contract performance, dispute resolution and legal protests

Oversees the administration of leased facilities through acquisition of broker services, renewals, amendments and contract interpretation

Oversees goods shipping, receiving, delivery and implements a program of continuous improvement related to college-wide warehouse operations

Directs the effective property control processes for equipment management, Fixed Asset Inventory and NC Community College System compliance

Coordinates training for employees to develop the skills and abilities of the team members, with the result that they perform at their highest potential and enhance their current and future job performance

Promotes continuous improvement by completing an annual applied benchmark project on an individual or a group basis

Qualifications

Knowledge, Skills & Abilities:

Advanced knowledge of procurement method, principles and practices related to RFQ,  RFP and IFB processes from preparation through award

Advanced knowledge of procurement processes related to purchasing goods and services, managing bids, addendums and awards through web-based portals

Intermediate skills in MS Word, Power point, and Excel
Demonstrated ability to communicate clearly, effectively, and professionally with college personnel, vendors and outside agencies in oral and written formats

Demonstrated analytical skills to maintain a high degree of accuracy and attention to detail in a face-paced office environment

Ability to interact tactfully and courteously with vendors and employees to effectively resolve issues and provide responsive customer service

Able to comfortably work as part of a team, but also able to work autonomously

Demonstrated ability to work independently and prioritize to meet workload requirements and deadlines

Demonstrated knowledge and ability to interpret  procurement related laws, regulations, and college policies

Requirements:

Bachelor's Degree in Business Administration or related field

Minimum of 8 years' of experience in public formal and informal procurement

Minimum of 3 years' of experience supervising a procurement team 

Preferences:

Master's degree in Business Administration or related area

Ten years' or experience in formal and informal procurement in a higher education environment
