The newly formed Paid Family and Medical Leave division is looking for a Security Architect to work in coordination with the Chief Information Security Officer (CISO) in the Workforce Information and Technology Services (WITS) division to ensure alignment with agency strategies and standards for security.  This person coordinates the development and assessment of the end-to-end Information Technology Services and Security policies, including standards, process & procedures, etc. to ensure Paid Family and Medical Leave Division initiatives are aligned with agency objectives and implements secure solutions that provide customer value.

Responsibilities

As the Paid Family and Medical Leave Security Architect you will serve as the highest level security technical expert in Security Architecture.  In this role you will be embedding security into quality assurance processes, documenting and validating security control implementation, identifying system vulnerabilities and risks, and designing and recommending controls to reduce security risks. This position supports the Paid Family and Medical Leave program by developing a solution that assures data confidentiality, system and process integrity, and system availability.
 
Some of what you'll be doing:

  • Supports ESD and the CISO by continuously evaluating and reporting risks and vulnerabilities and reporting on them to central security team. 
  • Recommend system design and solutions that result in improved system security without compromising business objectives and usability. 
  • Conduct functionality and gap analysis to determine the extent to which key business areas and infrastructure comply with statutory and regulatory requirements.
  • Perform data gathering, root cause analysis and performance trending in order to develop appropriate process control changes.
  • Develops and implements an ongoing quality assessment program targeting information technology policy matters; recommends methods for early detection and remediation, and oversee quality control testing.
  • Document internal IT audits and other quality assurance activities and investigate customer complaints and non-conformance issues.

Qualifications

Required qualifications:

Bachelor's degree from a four-year accredited college or university with major coursework in Computer Science, Information Technology or a related field
AND
Four (4) years of experience in information technology that includes hardware and software systems administration and computer programming.
 
Applicants are also required to have the following experience which may have been gained concurrently with the required experience above:
 

  • Three (3) years of experience with IT process engineering, quality assurance, auditing, risk analysis or information security practices.
 
  • Three (3) years of progressive responsibility in identifying vulnerabilities in Information Systems and recommending security controls as a system architect, security architect, principle engineer, or equivalent role.
 
OR
  • A combination of education and/or relevant experience.

Desired qualifications include:
  • Systems security skills – knowledge of system security issues.
  • IT project management skills.
  • Experience working in an Agile environment

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
