DESCRIPTION

Continuous Recruitment, Select Locations:   The DOP anticipates several vacancies in the near future for this classification.   This recruitment is not for a specific vacancy but to generate a pool of interested applicants.   Most positions are located in Kanawha County with the occasional vacancy located in other areas of the state.  Make sure you mark in your county selection any county you would be willing to work in or commute to so you can be placed on the proper register. 

Nature of Work:
Under general supervision from a higher level health professional or a higher level Epidemiologist, performs advanced level professional work and functions as a skilled, technical expert in the field of epidemiology. Directs the collection and analysis of data on disease trends and writes recommendations for control and prevention of disease. Work includes the direction and participation in investigations and surveys that have national, statewide, or local impact. May provide direction and supervision to lower level epidemiologists, nurse consultants, and support staff. Work is evaluated through conferences and written reports in terms of professional expertise and the quality of completed assignments. Performs related work as required.

Distinguishing Characteristics:
The Epidemiologist 2 is distinguished from the Epidemiologist 1 by the administrative functions and the level of technical expertise required. An Epidemiologist 2 develops or designs a study or surveillance system independently.

MINIMUM QUALIFICATIONS

A Doctorate degree from a regionally accredited college or university in epidemiology, public health, veterinary medicine, preventive medicine, medicine, biological, physical, behavioral or environmental sciences including at least two courses in epidemiology covering additional epidemiology principles, methods and design concepts, or at least two courses in statistical design methods courses for the behavioral sciences, or at least two publications in two different peer-reviewed journals, and at least one course in biostatistics or other research-oriented statistics course.

OR

A Master's degree from a regionally accredited college or university in epidemiology, public health, biology, nursing, physical, behavioral, natural, or veterinary sciences, preventive medicine, or medicine including two courses in epidemiology and one course in biostatistics OR certification in infection control (CIC); AND three years of full-time or equivalent parttime paid experience in epidemiology.
 

OR

Completion of Centers for Disease Control and Prevention Epidemic Intelligence Service or public health prevention specialist training.

OR

Bachelor's degree from a regionally accredited college or university in biology, nursing, physical, behavioral, or natural sciences, AND five years of full-time or equivalent part-time paid experience in conducting epidemiology, including disease investigation, risk assessment or environmental epidemiology.

OR

Three years of full-time or equivalent part-time paid experience in performing Epidemiologist 1 responsibilities, including disease investigation, risk assessment, or environmental epidemiology.

  • Plans and proposes policies for responsive disease reporting and investigation system for the entire state and directs adjunctive professionals and clerical staff in its execution.
  • Designs epidemiological data collection systems.
  • Designs, plans, and conducts epidemiologic investigations and studies.
  • Directs the processing and analyzing of collected data in order to determine changes in trends and probable causes of epidemiologic problems.
  • Characterizes the nature of problems identified from collected data.
  • Recommends investigations or special studies which are indicated from data analyses.
  • Directs the implementation of control or prevention measures.
  • Directs the evaluation of the effectiveness of implemented control or prevention measures.
  • Provides consultative services regarding disease prevention and control to departmental personnel, outside individuals, professional and lay groups, varied local health groups, and community leaders.
  • Provides technical assistance in writing federal grant proposals on disease control to communities and other interested parties.
  • Evaluates, prepares, and disseminates educational and other pertinent material related to disease incidence and control.
  • Contributes summaries of investigations and other articles to newsletters or other publications.

Knowledge, Skills, and Abilities:
  • Knowledge of the theory, principles, practices, and techniques of epidemiological investigation and research.
  • Knowledge of current developments in epidemiology, public health, and the field of specialization.
  • Knowledge of basic leadership principles and skills.
  • Knowledge of public health administration practices and procedures.
  • Knowledge of biomedical sciences; of the principles and practices of public health; of the objectives, scope, and functions of state and local health laws and regulations that apply to public health.
  • Skill in oral and written communication.
  • Ability to apply advanced epidemiologic principles and methods in analysis of health data; to understand technical and administrative problems and constraints involved in formulating disease control or prevention recommendations; to evaluate and interpret epidemiological and statistical data; to supervise the work of subordinate professional and paraprofessional staff; and to exercise initiative, resourcefulness, and sound judgment.
  • Ability to develop and execute generalized epidemiological studies, and to initiate programs based on findings.
  • Ability to establish and maintain effective working relationships with local health officers, associates, professional and lay groups, and the general public.
