Here at the Department of Retirement Systems, we are responsible for providing the information, tools, expertise and services that ensure our members receive the retirement benefits they earn while in public service.
 
As the administrator of eight public retirement systems, 15 retirement plans and the Deferred Compensation Program, we serve a vast and diverse population. Our customers include fire fighters, teachers, government employees, and public safety and law enforcement officers who expect to be treated respectfully, to receive responsive service, and for the information they receive to be right. We are dedicated to our customers and to meeting and exceeding these expectations.
 
Our office is located in Tumwater, part of the Olympia/Tumwater/Lacey tri-city area on the southernmost tip of Puget Sound. We are part of a community rich in history, culture and natural beauty.

Responsibilities

We are looking for a knowledgeable and experienced Facilities Project Manager to plan for and manage the agency's building modernization project, as well as the acquisition of new space, as required, to support the agency's strategic initiatives. The work performed by this position will provide the agency with a facility that: is designed with best practices in terms of design, balanced with the efficient and effective use of agency resources and budget; promotes team member engagement with an emphasis on a collaborative, healthy and safe workplace; recognizes the need for safety and security of a large financial institution but is environmentally friendly and efficient; and can be continuously and readily adapted to new and changing business needs.

Reporting to the Project Management Office Director, you will be responsible for defining the project scope, goals, roles and responsibilities, and deliverables for the building modernization project. You will plan, coordinate, manage, and monitor project activities, and report out project status to project sponsors and the Project Director. You will also build and maintain an effective project team that includes business experts, facilities and technology professionals, communication specialists, procurement specialists, change management resources, internal and external stakeholders, and agency team members. You will also manage project transition and closeout.

Qualifications

The desirable qualifications for this position include:
 

  • A Bachelor's degree in business administration, public administration, construction management or closely allied field (project management training and/or certification is highly desired);
  • Advanced and proven experience successfully managing and implementing large projects (experience implementing a building modernization project is highly desired);
  • Demonstrated ability leading, directing, coaching, mentoring, and supporting team members; and
  • Demonstrated proficiency in the following competency areas:

Directs and integrates all aspects of a project, ensuring that work progresses toward achieving established goals and objectives. Can readily explain the purpose of the project, the roles and responsibilities of team members, and the desired outcome. Develops reasonable performance standards and means of evaluating the outcome; remains acutely aware of timeframes and ensures deadlines are successfully met. Can facilitate team discussions to ensure that all team members feel their opinions and ideas are considered.

Planning
Accurately scopes and estimates the length and difficulty of tasks and projects. Identifies clear goals, objectives, and outcomes. Breaks down work into process steps; develops schedules and assignments, and anticipates and adjusts for problems and roadblocks. Measures performance against goals and evaluates results.

Problem Solving
Analyzes problem to identify the root cause(s). Evaluates possible courses of action; uses reason, logic, and creativity to reach conclusions. Develops timely, effective solutions that take into consideration alternatives, risks, and consequences in relation to organizational goals, resources, and constraints.

Collaborative Leadership
Promotes and generates cooperation among peers in leadership to achieve a collective outcome. Fosters the development of a common vision and fully participates in creating a unified leadership team that gets results.

Technical Knowledge
Demonstrates proficiency in technical project management methods. Demonstrates sufficient technical skills and knowledge to successfully accomplish the job. Keeps up with current developments and trends in area(s) of expertise.

Communication
Effectively conveys information in writing and through the spoken word, using language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience. Sees communication as a vital component of high performing teams.

Relationship Building
Builds constructive working relationships characterized by a high level of acceptance, cooperation and mutual regard. Takes times to get to know others, developing rapport and establishing a common bond.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
