Description

This position is responsible for managing, supervising and directing the work of the appraisal staff of the Tax Assessor's Office as well as performing appraisal duties for all classes of property.

Examples of Duties

Directs, organizes and plans the work of appraisers involved in the appraisal of all property types; supervises subordinate employees by counseling, disciplining and evaluating performance; determines the value of all classes of property using appropriate approaches, methods and techniques; updates and maintains files and works with other departments to attain correct appraisal data; manages and directs all phases of appraisals and revaluations; directs office procedures and techniques related to the appraisal process; plans and conducts necessary training programs for subordinate appraisal personnel; ensures that correct guidelines are used to value all classes of property; reviews work of appraisals performed by subordinate staff; assists taxpayers and the general public with questions and/or problems; testifies before the Board of Equalization, Hearing Officers, and Superior Court as expert witness, if necessary; maintains knowledge of the appraisal process by taking and successfully completing appraisal courses.

Minimum Qualifications

Bachelors Degree in a related field.
 
Five years of increasing responsible experience in the appraisal field; two years of appraisal experience may be substituted for each year of college required.
 
Must be State Revenue Appraiser III  prior to designation. Successful completion of the State Revenue Appraiser IV examination within one year of employment in this position.
 
Any equivalent combination of education and experience which provides the requisite knowledge, skills and abilities for this job is acceptable. Must possess and maintain a valid Georgia Driver's License.

Must be 21 years of age. 
 

Knowledge, Skill, Abilities/ Supplemental Information


Knowledge of all appraisal techniques including mass appraisal; knowledge of all phases of revaluation; knowledge of the principles and practices of accounting; knowledge of the three approaches used to value personal and real property; knowledge of supervisory practices; knowledge of state, county and department policies and procedures regarding property appraisals; knowledge of county personnel policies and procedures; knowledge of county building codes and ordinances and construction techniques; knowledge of court proceedings and processes including discovery and interrogatories as well as preparing for depositions; skill in accounting and in reading maps; skill in oral and written communications and in effective interpersonal relations; ability to manage subordinate employees.

Annual Leave

Annual Leave (vacation) is earned as follows:

  • 0 months – 5 years: 10 days per year
  • 6 years – 15 years: 15 days per year
  • 16 years – 20 years: 20 days per year
  • 21 years and over: 23 days per year

Sick Leave is earned at the rate of one day per month for a total of 12 days per year.

Employees receive nine paid holidays per year.

Insurance benefits are offered to employees working over 32 hours per week.

New employees are eligible for insurance coverage on the first day of the month following one full month of employment.

Retirement is managed by GEBCorp. Employees are required to contribute a percentage of annual salary for the Defined Benefit Program. Also available is an optional 457b Deferred Compensation Program.
