The Opportunity:

WSDOT is currently seeking someone with the drive and passion in the field of civil engineering who can comfortably work at a desk and on active construction sites next to traffic as a Transportation Engineer 2.  This Assistant Office Engineer position will assist with all documentation for the Everett project office in the Northwest Region.  This position is responsible for writing change orders and completing construction administration tasks.  Our top candidate brings a contract administration and construction background and can comfortably perform office documentation, has great communication skills, and enjoys working as part of a team.

As an Assistant Office Engineer, you will assist with all of the contract change order text and estimates, contract payments, submittal and RFI tracking, final records, and other documentation in a construction project office.  This position will assist with drafting formal responses to letters, and other documentation received from contractors, as well as assist with the construction office's design phase work associated with upcoming construction contracts. This position will also assist the project controller with construction project financial reporting.  You will be supporting the office engineer and will be responsible for other tasks as assigned.

This position will perform the following work:

  • Read and interpret contract documents, agreements and manuals
  • Draft and review contract change orders, estimates, and formal correspondence for the project office
  • Coordinate with the contractor in receiving and distributing project documentation and correspondences
  • Analyze and monitor critical path schedules for deviation
  • Proof contract schedules for all aspects of projects
  • Evaluate and report on project status to include schedules and expenditures.
  • Analyze and interpret contract plans and specifications including environmental permits
  • Assist in the inspection of construction projects; perform materials sampling and testing on construction and pit sites
  • Train and lead staff
  • Prepare and provide contract payment records, field reports, and supporting documentation; compose and publish reports
  • Review active on-going contract documents for adherence to the contract provisions
  • Work in extreme weather and traverse uneven surfaces
  • Load and unload items weighting up to 35 pounds, over uneven surfaces or terrain
  • Work nights or weekends and work both at a desk and in the field
  • Other duties as assigned
 
Our ideal candidate shall have:
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent OR Certification as an Engineer-In-Training and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent OR A Master's degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation or a closely related field required
  • Excellent written and verbal communications skills to create analyze and present reports
  • Professional understanding of the construction industry with working knowledge of project controls and civil engineering
  • Solid understanding of engineering principles and mathematic formulas
  • Ability to read, interpret, understand, review and produce contract plans, specifications, and estimates
  • Ability to work with minimal supervision
  • A qualified materials tester for grout, concrete, and soil compaction or become qualified within 120 days
  • Must be available to work extended hours including nights or weekends, and able to work both at a desk and in the field
  • Ability to traverse uneven terrain in all weather conditions
  • Ability to lift and carry up to 35 pounds
  • A valid Driver's License required

Preferred qualifications
  • Bachelor of Science in Civil Engineering
  • Two (2) years of experience in roadway related construction administration, inspection or design
  • Professional experience in Primavera, SharePoint, CAPS, CCIS and Microsoft Office Suite programs
  • One year of experience using Contract Management Software

Retirement and Deferred Compensation
