Definition

Provides strategic direction and oversees execution of all plans and activities of the district's recruitment, staffing and employment functions ensuring the selection and deployment of highly qualified personnel. Directs and oversees execution of the annual teacher assignment and transfer process.  Oversees all compensation, salary structure systems, data and recordkeeping within Human Resources as they relate to the employment function.

Examples of Work

Directs the day-to-day activities of assigned staff in coordination with other Human Resources Management Team members.

Duties include hiring, training, counseling, evaluating staff performance, and when necessary disciplining and/or discharging staff. 

Oversees all aspects of the recruitment and employment process for certified and non-certified staff including evaluation, screening, background checks, selection and placement of candidates for employment; provides guidance to district personnel regarding employee selection.

Directs the annual teacher, building secretary and instructional assistant assignment and transfer process.

Oversees operation and maintenance of the substitute employee management system and other departmental work systems.

Provides assistance and consultation to district staff in interpreting human resources policies/procedures and addressing a variety of human resources issues.

Oversees maintenance of complete and accurate employee records and files; protects confidentiality of records and information.

Monitors to ensure district compliance with Federal and state regulations and labor contract/association agreements relating to assigned human resources functions.

Assists the Senior Leadership Team with the communication and execution of strategic plans.

Prepares and administers departmental budget; ensures expenditures are within the approved budget. 

Develops and implements personnel policies and procedures related to assigned functions; revises departmental work systems and procedures as necessary to continuously improve the efficiency and productivity of the department.

Prepares or oversees completion of required documentation and reports.

Serves on various internal and external committees.

Maintains current knowledge of regulatory standards and district policies related to assigned functions; recommends and implements changes as necessary to conform to new standards or policies.

Keeps current on trends in Human Resources best practices.

Interface with employee and union associations;

Resolves problems, situations or issues in a collaborative, tactful, courteous and respectful manner. 

Develops and maintains collaborative relationships across district departments to ensure HR services are delivered in a quality and timely manner.

Ensures departmental staff maintains required credentials and facilitates on-going development opportunities that align with district strategies and objectives.

Analyze data, implement and track metrics and report on outcomes.

Performs other duties as assigned.  

Minimum Qualifications

Bachelor's degree in Human Resources, Education Administration or a related field. 

Seven (7) or more years of progressive related human resources experience including at least three years supervisory responsibilities.
