Under broad policy guidance and direction from County administration, the Environmental Services Director performs complex professional and managerial work directing the operations of the Environmental Services Department which encompasses a diverse workforce of over 300 employees.  The Environmental Services Department provides protection through food programs, water, solid waste and liquid waste programs, vector operations, landfill, transfer station, and maintenance activities.

Position Qualifications_Updated- Maricopa

Minimum education and/or experience:
A Bachelor's degree in Public Administration, Environmental Health, Public Health Administration, Engineering, Business Administration, Environmental Sciences, a biological science or a closely related field and ten (10) years of progressively responsible professional experience in management, administration, development or technical direction of an environmental program, preferably in a public sector environment including at least five (5) years of supervisory or managerial experience.
 
Specialized training, certifications, and/or other special requirements:
Registration as a Sanitarian in the State of Arizona or proof of eligibility for reciprocity or Registration as a Professional Engineer.
 
Knowledge, skills, and abilities:

Essential Job Tasks_Updated- Maricopa

  • Directs, through subordinate managers and supervisors, all Environmental Services programs and activities including  restaurant field inspections, food handlers, foodborne illness investigations, construction and engineering plan review, safe drinking water, public housing, public pools, solid waste and illegal dumping compliance,  closed landfills, transfer station and tire recycling operations, water and wastewater treatment and management, subdivision and infrastructure and planning,  vector control, enforcement of the Maricopa County Environmental Health Code and other codes, statutes, regulation, and delegation agreements.
  • Oversees development and implementation of the Environmental Services Department goals, objectives, policies, and priorities for each assigned service area.
  • Establishes, within   policy, appropriate service and staffing levels and allocate resources accordingly. 
  • Determines overall department organization, mission, core services and allocation of financial, human and capital resources. 
  • Develops and manages short- and long-term department goals and priorities.
  • Oversees fiscal management including development and presentation of the department's $36 million budget, including monitoring of revenues and expenditures, developing or improving funding mechanisms and sources, and ensuring that all programs are within budget and as cost effective as possible. 
  • Directs the forecast of additional funds needed for staffing, equipment, materials, and supplies.
  • Serves as appointing authority for human resources for the Department by being responsible for hiring, dismissal, and salary adjustment in accordance with Merit Rules and Policies adopted by the Board of Supervisors.
  • Supervises employees including developing performance goals and measures, ensuring training and development of direct reports, evaluating employee performance, and dealing effectively with performance and disciplinary actions as required.   
  • Develops and maintains effective personal and department-level working relationships, including other governments, other County departments, community organizations, groups and individual citizens. 
  • Represents the department in relations with state, federal and local regulatory agencies. 
  • Prepares reports and makes presentations to the Board of Supervisors, County management and the public.
  • Interprets legislation to establish appropriate county ordinances and compliance standards and to develop or revise existing legislation affecting the county's system of integrated environmental programs.
  • Formulates policies and procedures to ensure standardized implementation of environmental health activities throughout Maricopa County.
  • Analyzes data and evaluates department programs and activities, plans, budget and prioritize activities of the department in conjunction with the Deputy County Manager and the Board of Supervisors.
  • Oversees the development of programs to educate the public about environmental programs and regulations.
  • Identifies opportunities for technological advancement to enhance department performance.
  • Determines future needs and identifies strategies for addressing these needs.
  • Participates on a variety of boards, commissions, and committees.
  • Ensures superior customer service, integrity, and commitment to innovation, efficiency, and lean government.
  • Keeps informed of current issues, best practices, and trends to ensure efficient and effective County operations.
  • Performs other duties as assigned.

Holidays and Leave
Maricopa County observes ten paid holidays per year. Most County employees accrue vacation (starting at three weeks per year for full-time employees) and sick leave (starting at one hour for every 30 hours worked for all employees). Employees also receive paid leave for other needs such as jury duty, civic duty, and bereavement. 

Medical, Prescription, Behavioral Health, Dental, Vision, and Flexible Spending Accounts
We understand how important health, oral hygiene and vision are to maintaining a good quality of life. We also know our employees want to have the freedom to choose plans to best meet their needs.  Eligible employees may choose from four medical plan options, an HMO, PPO, and two HDHP (High Deductible Health Plans) with a health savings account. When employees enroll in medical coverage, they are automatically enrolled in prescription and behavioral health coverage as well. There are three dental plans from which to choose, two PPO plans and a pre-paid dental plan that functions like an HMO.  As is the case with medical, the plans range in cost, flexibility, and network of providers.  The vision plan provides employees and their covered dependents access to routine vision services and materials, including an annual eye exam.   For those who wish to set aside pre-tax dollars to pay for eligible healthcare and dependent care expenses, the flexible spending accounts are suitable for that need.

Life and Disability Insurance
Because life sometimes takes unexpected turns, the County offers life insurance coverage to help employees and their loved ones in the event of death.  Basic life and basic accidental death & dismemberment insurance equivalent to one times an employee's annual base salary is provided at no cost, with the option for employees to purchase additional coverage including spouse and child life insurance. Disability insurance is available to replace a portion of an employee's salary should they experience a short-term illness or injury.

Retirement
Eligible employees are covered by one of several State-sponsored retirement pension plans, including the Arizona State Retirement System (ASRS) and the Public Safety Personnel Retirement System (PSPRS).  Additionally, there's the option to contribute to a 457b deferred compensation retirement savings plan that provides employees with a variety of investment opportunities.  For those employees who retire from the County and from their retirement system, and have accrued 1,000 or more hours of sick leave, the County makes a $10,000 contribution to a Post-Employment Health Plan set up on their behalf to be used for payment of eligible out-of-pocket healthcare expenses.

Group Legal Plan
Maricopa County offers employees group discounts to purchase coverage for legal services such as adoptions, family matters, wills and trusts.

Wellness and Ergonomics
Maricopa County's Wellness Works program promotes health and wellness for employees and their families by focusing on physical activity, good nutrition, self-care and stress management. Maricopa County offers eligible employees a wellness incentive for completing a health assessment, being tobacco-free, and integrating health and well-being activities into their lives. By meeting a set of criteria, employees and their families can get reimbursed for participating in a Weight Watchers Program. On-site fitness facilities and fitness classes are provided to employees at various locations around the County. Employees and their families also have the opportunity to receive a discounted fitness club membership at LA Fitness. Employees have access to smoking cessation programs and health-related classes on various topics including nutrition, exercise and stress management. Employees located downtown benefit from an onsite pharmacy and clinic. Every fall, flu vaccines are offered to employees at various County locations.  The Ergonomics team at Maricopa County works to assist departments and employees in preventing and alleviating pain and discomfort associated with the work environment. They provide guidance on the proper approach to workstation set-up, as well as ergonomic trainings and individual ergonomic evaluations.
