AGRICULTURAL STANDARDS INSPECTOR

THIS RECRUITMENT IS OPEN TO THE PUBLIC

This recruitment is being held to establish an open eligible list to fill current and future vacancies within The County of Orange.  The eligible list established may also be used to fill similar and lower level classifications throughout the County of Orange.

This recruitment will be advertised for a minimum of five (5) business days and will remain open on a continuous basis until the needs of the hiring department have been met.  All applicants are encouraged to apply immediately as this bulletin can close at any time.



OC PUBLIC WORKS
OC Public Works provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission of the department is to protect and enrich the community through efficient delivery and maintenance of public works infrastructure, planning, and development services. OC Public Works core values are integrity, accountability, service and trust.

OC Public Works is a unique County department comprised of ten service areas: OC Development Services; OC Fleet Services; OC Administrative Services; OC Facilities Design & Construction; OC Facilities Maintenance & Central Utilities Facility; OC Infrastructure Programs; OC Construction; OC Operations & Maintenance; OC Survey; and OC Environmental Resources. The Department currently has a workforce in excess of 950 positions.

OC Public Works partners with a diverse array of local, state, and federal agencies; special districts and authorities; and the private development community including, construction, planning, and design firms, to accomplish many of the County's infrastructure projects.

THE OPPORTUNITY
This is the journey level classification in the Agricultural/Standards Inspector series. Under minimal supervision, incumbents at this level are responsible for performing regulatory inspections, conducting investigations, testing of Weights and Measures commercial devices for accuracy, and enforcing regulations as licensed employees of the Orange County Agricultural Commissioner and Sealer of Weights & Measures office. Incumbents may be tasked with other assignments as required for the position. These inspections may include locations such as orchards, fields, range lands, residential or business premises, nurseries, and other facilities selling or distributing plants. Incumbents are assigned work only in those areas for which they hold valid state certificates

Inspectors in this class independently perform inspections in agricultural functions for which they hold valid certificates. Typically, inspectors work in one or two areas of specialty and do not perform the variety of inspection duties characteristic of the next higher level class.



DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

The ideal candidate will have three years of experience as an inspector, and possess the following core competencies and thorough or general knowledge of any or all the factors listed below:

TECHNICAL KNOWLEDGE

  • Interpret and apply State laws and local policies
  • Perform technical fieldwork in one or more functional areas
  • Knowledge of laws and regulations relating to agriculture and/or weights and measures
  • Preparation of reports on inspections and maintaining records
  • Proficient in Microsoft Word, Excel, and Outlook


INDEPENDENT JUDGMENT
  • Ability to prioritize assignments and complete tasks as given
  • Ability to work independently without supervision
  • Exercise independent discretion and judgment in choosing courses of action in the field
  • Understands the impact and implications of decisions and considers conflicting needs, options and information to make tough decisions, even when data is limited or solutions produce unpleasant consequences


COMMUNICATION SKILLS
  • Demonstrates effective communication when dealing with a challenge
  • Clearly explain complex regulations and instructions to the public or business owners
  • Communicates and enforces requirements tactfully and firmly
  • Speak, read, write and understand English at the level for successful job performance
  • Selects appropriate verbiage and examples tailored to the level and experience of the audience

MINIMUM QUALIFICATIONS

EDUCATION REQUIRED

Possession of a Bachelor's degree from an accredited four-year college in any discipline with a minimum of 30 semester units, or equivalent, in one or any combination of the following disciplines:
  • Agricultural Science
  • Biological Science
  • Chemical Science
  • Physical Science
  • Mathematics
  • Statistics

LICENSES REQUIRED
  • Must have a valid California Class Driver's license

Possession of at least THREE of the following State of California licenses in an incumbent's area of assignment:
  • Investigation and Environmental Monitoring
  • Measurement Verification
  • Pesticide Regulation
  • Pest Prevention and Plant Regulation
  • Transaction and Product Verification
  • Weight Verification
