The County of San Mateo Health System is seeking an experienced Office of Diversity and Equity Director (Clinical Services Manager II-Mental Health) to plan, coordinate and implement comprehensive countywide programs including the Office of Diversity and Equity (ODE) and programs funded by the Mental Health Services Act (MHSA); and serve as the Ethnic Services Manager, fulfilling the State requirement. In addition, the ODE Director will assist executive management in projects related to organizational development.

The current vacancy is in the Behavioral Health and Recovery Services (BHRS) Division located in San Mateo, but may travel/drive throughout the County to perform the duties of the job.

The Office of Diversity and Equity (ODE) advances health equity in behavioral health outcomes of marginalized communities throughout San Mateo County. Achieving health equity means that everyone in San Mateo County has a fair and just opportunity to experience positive behavioral health outcomes. This requires a concerted effort throughout BHRS, community-based partners and other County departments. ODE's focus is to help facilitate this effort through the development of a workforce that prioritizes equity, cultural humility and inclusion; empowering individuals with lived experience, families and community members; fostering strategic and meaningful partnerships; and influencing organizational level policies and systems change across the county, region and state.

The position is responsible for the management of staff providing outreach, prevention, and early intervention work throughout the County.  Oversight of programs funded by the Mental Health Services Act, maintaining robust community involvement in the development of initiatives funded by MHSA, and compliance with the efforts of the State oversight process for MHSA. These programs require the development of evaluations and reports that track the impact of programs associated with ODE and MHSA and that satisfy State requirements.  For additional information please visit the website at:  https://www.smchealth.org/bhrs/ode

Other responsibilities include special projects involving complicated personnel matters; participation in ad hoc and on-going analysis of data relating to the performance of BHRS; and taking a lead role in documenting, investigating, and helping to resolve compliance issues. The work of this position is supervised by the Assistant Director and includes responding to unique requests from the Director or Health System Chief.

The ideal candidate will:
  • Have at least two years of significant responsibility for one or more of the following:  program and budget development, funding, utilization, coordination of community resources or program evaluation. 
  • Have lived experience as a member of a marginalized group; aware of the way culture impacts behavioral health and the intersectionality of marginalized communities.
  • Have experience providing leadership; planning and implementing organizational change that is supported by best, promising and community supported practices; for example, that eliminate institutional racism and bias.
  • Be knowledgeable about evaluation efforts in BHRS and the quality improvement framework.
  • Be adept at developing relationships with community members and community service providers to reach shared goals and foster engagement.
  • Be knowledgeable about key factors affecting health disparities.
  • Understand the National Culturally and Linguistically Appropriate Services (CLAS) Standards.
  • Be experienced in developing and managing comprehensive, multi-disciplinary, multicultural behavioral health programs that have countywide impact.
  • Possess a strong knowledge of wellness and recovery treatment practices; primary care integration; the trauma informed approach and impact of intergenerational trauma.
  • Have experience developing and implementing program goals, objectives, policies and priorities; conducting or participating in the preparation and negotiation of contracts with outside vendors, consultants or organizations; and administering and monitoring the program budget.
  • Possess strong oral and written communication skills, analytical capability and data analysis skills.

Qualifications

Licensure/Certification:  Possession of a valid clinical license issued by the State of California in psychology, social work, nursing, marriage and family therapy or the equivalent.

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of increasingly responsible experience in a mental health or related health services program, including at least two years of significant responsibility for one or more of the following: program and budget development, funding, utilization, coordination of community resources or program evaluation.

Knowledge of:  Principles and practices of public administration, and program management, including planning, implementation, evaluation and reporting; principles and methods of community behavioral health services, including current trends in education, research, treatment, prevention and related issues; laws, codes and regulations governing community mental health care and knowledge of County, state and federal legislative developments applicable to contemporary behavioral health issues; organizational, personnel and fiscal management within a multi-faceted, community-based program setting; and community resources and public/private services and funding sources.

Skill/Ability to:  Identify and analyze complex community behavioral health issues and problems; plan, organize, and coordinate programs and services on a comprehensive, county-wide level to meet community needs; integrate a variety of activities and services to achieve program goals, objectives, and priorities; apply principles and techniques of community organization; speak effectively to diverse audiences, including clinical, professional, civic and citizen groups; maintain cooperative working relationships with other program managers and staff, other agencies and the community; enlist and mobilize community support for programs; prepare complex and detailed written reports, program policies, procedures and contracts; and train staff and coordinate activities of contractors, volunteer groups and staff.
