The County of San Mateo Health System has an exciting career opportunity available for an Emergency Medical Services - Health Services Manager I, to plan, organize, direct, and supervise the operations of health-related services such as community education, the delivery of care in the pre-hospital system and specialty care systems, paramedic and EMT accreditation, pre-hospital continuing education and quality improvement. Assist with Emergency Preparedness; provide staff support to higher level management within the EMS area; select, train and supervise professional, technical, and clerical staff, and perform other related duties as assigned.

The current vacancy is in the Emergency Medical Services (EMS) Agency of the Health System, located at 801 Gateway Blvd., South San Francisco, CA, but will travel/drive throughout the County to perform duties of the job.

The EMS Health Services Manager I, under the direction of higher management, will liaison with the County's ambulance contract provider, fire agencies and the County's Public Safety Communications; and will represent the EMS Agency on various projects and at stakeholder meetings; and performs various assignments related to Agency.

Primary responsibilities include:
  • Monitoring ongoing division, program, and department-level programs;
  • Use and evaluate data collection on the electronic pre-hospital patient care record; complete initial analysis and information gathering;
  • Ensure all information is kept confidential and HIPAA compliant;
  • Coordinate program activities, including planning, prioritizing; monitoring and participating in various agency-wide program meetings;
  • Monitor activities and evaluates performance of emergency medical services providers, including EMT's paramedics, emergency medical dispatchers, and training programs;
  • Oversee and audit controlled substance medications and other EMS medications and equipment, under the direction of higher level management;
  • Help design or development of specific databases for collection, tracking, and statistical reporting of EMS data;
  • Participate in or help initiate proposal or report writing;
  • Make recommendations regarding quality improvement services delivery and changes to EMS Agency policies, procedures and protocols;
  • Assist with the implementation of a new computer-aided-dispatch (CAD) system at the County's Public Safety Communication, representing the EMS Agency at system-wide meetings;
  • Assist in the development and implementation of a system-wide evaluation in preparation of an RFP and associated processes for a contract for emergency ambulance services; and
  • Monitor EMS program oversight by direct observation via field ride-alongs.

Reporting to higher level management staff, will help oversee critical components of the EMS system to include but not limited to: Emergency Medical Dispatch (EMD), contracted fire response Advanced Life Support (ALS), contracted emergency ambulance ALS response, specialty care systems (Trauma, Stroke, STEMI, and Pediatrics) and the Health System Emergency Preparedness Response Program. This position will provide exposure to county-based programs looking at many things including EMS system response times, and pre-hospital care programs and many other programs.

The EMS system depends on many different elements working together to provide quality services to our community and high-quality care to those who work, live, or play in the County of San Mateo.  To be successful, the EMS agency works with many community partners that include fire agencies, our contracted ambulance transport company (AMR), law enforcement agencies, public safety communications, and community colleges. In addition, we facilitate cross-collaboration amongst multiple county divisions on many projects and initiatives.

The ideal candidate will have experience working in or with an EMS system; experience with management or oversight of programs and staff; be self-motivated and result-oriented; have administration experience in a nursing or paramedic role; have experience monitoring medications, including controlled substances; be experienced in advanced and basic life support procedures and equipment; have excellent written and verbal communication skills; have demonstrated critical thinking ability; have project management experience; have the, ability to change priorities due to operational need demonstrating flexibility in work assignments; and have experience developing and fostering collaborative relationships.

Qualifications

Licensure/Certification:  Possession of a current California license as an EMT-P or Registered Nurse in good standing (an EMT certification may not be substituted).

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Bachelor's degree with a major in public health, healthcare administration, nursing, public administration, or other course work applicable to the area of specialization; one year of supervisory experience in a health, social services or community-based program that included responsibility for program planning, client services, program evaluation, budget administration, or community resource coordination; and experience working in a hospital, emergency medical services (fire or ambulance) provider or other healthcare setting.

Knowledge of:  Principles and practices of public administration and program management, including planning, implementation, and evaluation; principles and practices of community health care including current trends in research, treatment, prevention, education and related services; principles of budget preparation and monitoring; and principles of personnel training, supervision and evaluation.

Skill/Ability to:  Apply principles and techniques of community organization, including community awareness, resource coordination, and mobilization of diverse community groups; organize, direct and coordinate program services; work cooperatively with other County departments and public and private organizations; analyze problems accurately, develop recommendations and take appropriate action to resolve them; prepare complex and detailed written reports, procedures and contracts; speak effectively to diverse audiences, including professional, clinical and citizen groups; and train staff and coordinate activities of contractors, volunteer groups and staff.
