Description

WE'RE HIRING:  LEGISLATIVE ANALYST
The Office of County Services is recruiting for a full-time Legislative Analyst.  This is a continuous recruitment to remain open until filled.
This is not a civil service position.

Who We Are
The Office of Council Services provides administrative services to the Council Chair, the councilmembers' individual offices, and the council's district offices.
In the county's legislative process, the role of our office is to staff the county council's committees and subcommittees, and provide objective assistance to individual councilmembers.


 

Examples of Duties

Duties:

  • Work in coordination with others to carry out the functions of the Office of Council Services, which include assisting the County Council, its committees, and the Council members in their legislative responsibilities. 
  • Routine work includes researching and reporting on legislative issues and coordinating and staffing legislative meetings. 
  • Occasionally, attendance at night meetings and off-island meetings may be required.
  • Other related duties may be assigned, including light lifting and use of electronic equipment.

Minimum Qualification Requirements

Requirements:

  • Graduation from an accredited college or university with a bachelor's degree. (Official transcripts may be requested.)
  • Strong research and writing skills and experience.
  • Government work experience is preferred but not required.
  • Ability to use Microsoft Office word-processing and spreadsheet software and other computer applications.
  • Possession of a valid motor vehicle operator's license.
  • Ability to staff evening and off-island meetings and to travel between islands on ferry and small aircraft.
  • Qualification on a written test administered by the Office of Council Services.  Online testing is not available and our office does not reimburse test takers for travel expenses.

Salary range:
$45,611 to $88,846 annually, as established by Section 2.08.060, Maui County Code, depending on education and experience. The Council may assign staff to any step in the appropriate pay range.

The County of Maui offers a generous benefit package, including the following:

Vacation
Eligible employees earn up to 21 days of vacation per year, with a maximum year-to-year carry over of 90 days. Eligibility to accrue vacation begins with the first work day.

Sick Leave
Eligible employees accumulate up to 21 days of sick leave per year. Eligibility to accrue sick leave begins with the first work day, and there is no limitation on the amount of sick leave that may be accumulated.

Retirement Plan

Health Benefit Plans
The County of Maui offers the following health benefit plans for eligible employees:

  • Prescription Drug Plan
These benefits are administered by the Hawaii Employer-Union Health Benefits Trust Fund, and contributions are payroll deducted.

Group Life Insurance
Group life insurance is provided at no cost to eligible employees.

Holidays
The County observes 13 holidays per year (14 in an election year).

Deferred Compensation Plan
Eligible employees may participate in the Island Savings Plan (a deferred compensation plan as provided under Section 457 of the Internal Revenue Code.) This is a supplemental retirement savings plan that allows for the investment of tax-deferred contributions into a variety of investment options.

Flex Spending Plan
Eligible employees can also participate in the County's Flexible Spending plan, a way to set aside a portion of pay, before taxes, to pay for qualifying dependent care or medical expenses.

Employee Assistance Program
The County also offers a voluntary assistance program which provides its employees and their family members with free professional and confidential assistance in overcoming personal and work related problems.

Training
The County provides its employees with a variety of up-to-date training opportunities (i.e., computer application, professional seminars, heavy equipment operation, administrative & clerical skills, personal safety, etc.) to help them increase their knowledge, gain new skills, and to be more satisfied and effective in their jobs.

Leave Sharing
The County's leave sharing program allows employees to donate accumulated vacation leave credits to a qualified fellow employee who has a serious personal illness or injury.
