General Job Description

The Texas Education Agency (TEA) oversees the primary and secondary education of 5.3 million students in Texas public schools by providing leadership, guidance, and support to school systems.  As such, effective data-driven conversations around education policy, priorities and initiatives are critical to ensure the Agency's Strategic Plan is successful in achieving our
vision to prepare the public school students in Texas for success in college, career or the military.
 
TEA seeks a Data Insights Specialist (Data Analyst II), Strategic Initiatives Division to assist in managing the collection, analysis, interpretation, presentation and dissemination of data to ensure execution of the Agency's 4 Strategic Priorities to improve student outcomes statewide.  This position reports to the Director of Policy and Planning, while working closely with the Commissioner of Education and the Deputy Commissioner of Operations and other senior Agency stakeholders.

 The professional selected for this position will work under moderate supervision, with limited latitude for the use of initiative and independent judgment.  Performs routine data analysis and data research work. Work involves conducting detailed analysis of and extensive research on data and providing results.

Essential Job Functions:

  • Build Data Analysis and Collection Capacity within the Agency and Strategic Initiatives Division. Establish systems, structures, and processes to ensure accurate, efficient collection and reporting of data towards actionable insights. Use effective communication, coaching and training to build a culture of data collection and analysis across the Agency.
  • Lead Commissioner-directed data analysis projects.  Projects may be related to Agency policy development, cross-cutting state and federal administration or national comparisons, and may require significant collaboration with other agency divisions. Provide data and information on current and previous education initiatives.
  • Drive change management across a large organization through the development and collection of metrics across Agency Strategic Priorities and assist in the facilitation of meaningful conversations internally on the impact of the Agency's work in improving student outcomes.  Drive the day to day work of the agency to be more data focused. Prepare data analysis and data visualization through memos and presentations to support strategic priority meetings and key decisions. Formulate hypotheses and recommendations as appropriate.
  • Craft easily understood "stories" from a variety of data. Organize and extract meaning out of data sets across the Agency. Lead the training of Agency staff to incorporate data into their day to day work and how to present their findings in a succinct and easily understandable way.

Minimum Qualifications

Education:  Graduation from an accredited four-year college or university. Graduate degree in a field related to public policy, business or statistics is preferred.
 
Experience:  A minimum of one (1) year experience in one or more of the following areas: data analysis and visualization, training, facilitation and/or formal experience in education (preferably in Texas).  Prefer: 2-5 years of the required experience.

Travel: 10%

Knowledge, Skills and Abilities (KSAs):

Knowledge of:  Data analysis software including Microsoft Excel, Access and Tableau; Microsoft Word, PowerPoint; education landscape in the state of Texas, Federal and State public education trends, change management practices and project management practices; data collection and analysis best practices, systems and structures.

Skill in:  Data collection and analysis; synthesizing complex ideas into practical and accessible reports or graphics;  composing clear and concise communications and reports; gathering and analyzing accurate and relevant strategic plan monitoring information; ability to prioritize work and collaborate with diverse individuals and groups; managing multiple projects with varied timelines; communicating to a variety of audiences; facilitating cross functional meetings and trainings; developing and maintaining effective working relationships within the Agency; project management, including establishing outcomes, collaboratively establishing a project plan, and tracking progress; analytical and conceptual thinking.

Ability to:  Prioritize competing demands for assistance; present complicated data in a clear and compelling visual manner; oversee the completion of multiple projects at different stages of development while maintaining quality and consistency across all work in an ever-changing environment; adapt to unexpected tasks; motivate and influence others where there is not a direct reporting relationship; maintain effective working relationships with a variety of individuals and groups; make connections across TEA, identify opportunities for cross collaboration; receive and apply feedback. Work in an environment that requires short turnaround times and the possibility for work outside normal working hours.

Salary is dependent on qualifications.

Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.

Health Insurance:  After a brief waiting period, your health insurance is paid by Texas Education Agency.  You pay 50% of the cost of dependent coverage.

Other insurance options:  You may select from two dental plans, employee and dependent term life, long-term and short-term disability, and long term care.

You may elect to participate in a flexible spending account.

Retirement:  You and Texas Education Agency each contributes 9.5% of your gross salary into a defined benefit retirement plan.

Voluntary retirement plans:  You may elect to contribute to a 401(k), 403(b) and/or 457 plan.

Vacation leave:  Effective your first day of work, you begin accruing vacation leave.  Your rate of accrual increases based on length of employment.  You may use accrued vacation leave once you have completed six months of continuous state service.

Sick leave:  Employees earn eight (8) hours of sick leave each month.
