About the Position:
This position provides advanced level technical analysis, advice, and recommendations to management decision makers, including the Health Care Authority's (HCA) Chief Financial Officer and agency executive management.  The incumbent's work directly affects the management of the HCA Public Employees Benefits Board (PEBB) budget of approximately $4 billion per biennium, as well as the HCA School Employees Benefits Board (SEBB) budget anticipated to be approximately $4 million per biennium.
 
This position is responsible for developing and monitoring key components of the PEBB and SEBB administrative and benefits budgets. This position is also responsible for developing financial models, projections, and strategies to ensure sound financial management and operations of PEBB and SEBB programs and services.
 
Scope and Impact of this Position:
The HCA's management of billions of dollars in PEBB transactions consistently draws scrutiny from the Office of Financial Management (OFM), the Office of the Insurance Commissioner (OIC), the State Auditor's Office (SAO), and various state Legislative fiscal entities. The creation of the SEB Board and SEBB Program in July 2017 is ushering in an era of service to and scrutiny from new constituencies across the K-12 educational system and community.
 
This position plays a critical part in managing the vast financial resources entrusted to HCA.  In the course of his/her work, the incumbent will influence (1) the state legislative and budgeting process, (2) annual PEBB benefits and rates procurement, (3) SEBB funding and financing structures and operations, (4) collective bargaining negotiations with labor unions, and (5) the financial analysis of in-house and third party actuarial staff and consultants.
 
This position reviews rate proposals from health plans and makes recommendations for rate design and implementation options which impact employer/employee medical premiums to be paid by the state, other government agencies, and employees themselves.
 
Some duties of this position:
Financial Management, Fiscal Impact, and Decision Support:

  • Perform and provide complex analysis and financial modeling for decision packages.
  • Create financial models and determine the fiscal impacts of legislative, policy, or rulemaking proposals.
  • Work with internal and external stakeholders to develop, revise, and maintain financial models.
Coordination with Authorizing Environment, Stakeholders, Partners, and HCA Programs/Units:
  • Coordinate with fiscal and programmatic staff internal and external to the HCA to ensure 1) the accuracy of data and information presented in agency biennial and supplemental funding proposals and 2) that budget policy objectives are met while furthering the strategic goals of the HCA.
  • Act as fiscal liaison and provide financial data and analysis to state workgroups responsible for legislative reports, or other initiatives/projects as assigned.
Budget and Financial Management:
  • Plan, lead, organize, and control the work performed by the organization related to PEBB and SEBB benefits budget and rates. Rate Development:
  • Develop and distribute rate books.
  • Manage the annual Employer Group Surcharge rate setting process.
 
Required Education and Experience:
Master's degree in public administration or related field, and two years of professional experience working with large, complex financial systems/information is required. Experience within the State or other government entity is strongly preferred.

Bachelor's degree in public administration or related field, and three or more years of professional experience working with large, complex financial systems/information is required. Experience within the State or other government entity is strongly preferred.
 
Four years of professional experience in the financial, analytical, or accounting fields are equivalent to a Bachelor's degree.  An individual without a Bachelor's degree can meet the required education and experience qualifications by having at least seven years of relevant professional experience – four years to meet the educational requirement plus three years to meet the experience requirement.
 
Competencies:
Analytic & Technical Skills
  • Expert/advanced level skill with Microsoft Excel and working knowledge of designing complex modeling, structuring ad-hoc data for use in pivot tables, and composing nested formulas.
  • Ability to creatively use resources to create and document work processes and analytical tools.
  • Working knowledge of analytical query protocols/software such as SQL.
  • Ability to analyze data, identify data needs, develop problem solving strategies, support ideas using data as evidence, develop goals and priorities, and establish benchmarks.
  • Ability to analyze and research the differences among budgeted and forecasted expenditures and actual expenditures and effectively communicate the reason for the differences.
  • Analytical skills for financial research and modeling in complex multi-system environment.
Communication Skills
  • Effective verbal and written communication skills, including the ability to translate complex financial/analytical information for non-financial/analytical audiences.
  • Experience communicating with an array of audiences, ranging from staff with little financial background to elected government officials and federal auditors.
  • Ability to coordinate and build consensus among internal/external stakeholders toward the development of departmental and legislative initiatives.
  • Ability to develop and review complex written materials and provide detailed policy analysis.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
