The CDC/HACoLA is seeking a part-time Housing Planning Intern to assist with CDC/HACoLA housing programs, homeless initiatives, and monitoring obligations that are being implemented in conjunction with the Los Angeles County Department of Regional Planning (DRP).  The position will assist with support tasks associated with research, analysis, outreach, marketing, documentation, and implementation of the Accessory Dwelling Unit (ADU) Pilot Project and Mobilehome Rent Ordinance work items that CDC/HACoLA shares with DRP and other County departments.  Additionally, the Housing Planning Intern will assist with the development and documentation of procedures and record-keeping protocols related to residential developments with density bonus or other land use approval requirements in the provision of housing monitored by the CDC/HACoLA.

The Capital Finance and Asset Management (CF/AM) unit in the Economic and Housing Development Division (EHD) administers a variety of affordable housing programs on behalf of the County. Working closely with the Housing Development unit, the CF/AM Unit tracks financial and programmatic compliance of affordable housing developments that received funding assistance.  The CF/AM unit also administers multifamily bond financing, Housing Successor Agency duties, and housing compliance monitoring for inclusionary housing units mandated through land use planning processes.  Recently, the CF/AM was tasked with the responsibility to develop and administer an Accessory Dwelling Unit (ADU) Pilot Project in cooperation with the DRP, as well as conducting research and analysis that will lead to recommendations related to a Mobilehome Park Rent Ordinance under consideration by the Board of Supervisors.

In order to effectively manage these new projects and the increasing number of housing set-aside units, the CF/AM unit is seeking a part-time Housing Planning Intern to help with a wide range of duties related to these planning-related activities.  The diverse workload requires organizational and analytical skill sets that are combined with a knowledge and interest in how land use planning initiatives lead to the production, preservation, tracking, and monitoring of affordable rental and for-sale housing units in the County.

Duration of the internship would run for 6 months, with possible extensions.  The position has flexible hours for up to 12 hours per week, or less. The CDC/HACoLA's work hours are Monday through Friday between 8 AM to 6 PM.

Essential Job Duties

  • Develops, designs or creates forms, tables, brochures, and other materials related to program outreach, intake, tracking, and project management.
  • Attends meetings with County departments including, but not limited to: the Department of Regional Planning, Department of Public Works, Department of Consumer and Business Affairs, and Chief Executive Office.
  • Interacts with consultants and other partners.
  • Interacts with staff in other cities within the County of Los Angeles.
  • Creates housing infographics with Adobe Illustrator, Photoshop or other comparable software programs.
  • Assists in the creation of booklets, brochures, and/or program manuals related to ADUs, density bonus, specific plans and other housing- or planning related topics.
  • Interacts with and provide ADU Pilot Project information to homeowners, contractors, consultants, architects and other stakeholders.
  • Creates and presents PowerPoint presentations.
  • Maintains photographic records.
  • Attends and participates in public meetings and presentations.
  • Performs a variety of administrative duties including the preparation of reports, briefing papers, and correspondence.
  • Creates and updates spreadsheets.
  • Assists with data collection for annual reporting on the Housing Element.
  • Enjoys interacting with the public and possesses strong customer service skills.

Qualifications

Must be currently enrolled in a graduate degree program in Urban and/or Regional Planning or related field from an accredited college/university.

Highly Desirable Qualifications:
  • Experience with land use planning practices and policies related to entitlements, density bonus, inclusionary zoning, Housing Element, and other mechanisms related to the construction and preservation of affordable housing.
  • Strong written and oral communication skills.
  • Experience with Adobe InDesign or related graphic design programs.

Additional Information

Possession of a valid California Driver's License and an acceptable driving record are required.
