Definition

Responsible for the management of capital improvements projects in planning, design and construction as part of the district's Facilities Master Plan and Capital Refresh Program.

Examples of Work

Serves as district representative providing guidance and support to project planning teams, architectural and engineering firms, building staff, neighborhood groups and others involved in planning, coordination and execution of assigned building construction and renovation projects.

Participates in the evaluation and assessment of existing building condition with other district staff to assist in the prioritization, budgeting, and scheduling of upcoming capital projects.

Participates in the evaluation and awarding of contracts for architectural and engineering services relating to assigned building projects.

Coordinates the review and approval of plans and specifications within the district and among local and state planning agencies.

Coordinates activities of architects and engineering firms of record and oversees administration of service contracts ensuring compliance with contract specifications; reviews and approves change orders.

Schedules and conducts periodic and final inspections to monitor status of assigned building projects and ensure compliance with contract specifications; works with contractors to resolve contractual issues/concerns as necessary.

Participates in meetings with architects of record, construction management firm, Ohio School Facilities Commission representatives, and district representatives to discuss and review design, scheduling, execution and status of assigned building projects.

Works cooperatively and maintains communication with governmental agencies, building officials, architectural and engineering firms, external contractors, and others to coordinate activities, resolve problems and exchange information regarding assigned construction projects.

Assists and facilitates moving into newly constructed/renovated buildings.

Establishes and maintains internal and external communications to keep appropriate individuals informed of the status of building renovation and construction projects. Makes presentations to civic associations, neighborhoods and other community groups.

Reviews and approves pay requests for assigned building construction/renovation projects; ensures expenditures are within the approved budget.

Coordinates the activities of the Facilities Department with those of other departments/buildings.

Assists in the development of school design standards.

Prepares required documentation and reports.
Manages project budgets, schedules and scope – for multiple, simultaneous projects.

Understands and learns the available construction delivery methods for publicly funded capital projects and assists in determining the best option for each project.

Performs project administration functions and maintains complete project files.

Maintains current knowledge of regulatory standards and district policies related to facilities maintenance and construction including local building codes, OSHA requirements, EPA requirements and the like.

Minimum Qualifications

Bachelor's degree in Architecture, Engineering, Construction Management, or a related field.

Five (5) or more years of related facilities planning, design and construction experience in an educational or institutional setting.

Valid State of Ohio driver's license.

Professional engineers (PE) license or State of Ohio architecture license is preferred.

LEED (Leadership in Energy and Environmental Design) credential is preferred.
Experience with AutoCAD / Revit, BIM (Building Information Modeling), and 3 dimensional drawing software is preferred.

Demonstrated knowledge of regulatory standards and school policies related to facilities maintenance and construction including local building codes, OSHA requirements, EPA requirements and the like.

Ability to interpret design drawings and specifications as owner's representative.

Project management skills necessary to successfully implement a variety of capital improvement projects.

Interpersonal skills necessary to effectively communicate, orally and in written form, with district staff, external contractors, the general public, and others in the exchange of information.

Ability to handle problem situations in a tactful, courteous, and respectful manner.

Written and computer skills necessary to maintain various departmental records, documents, and reports.

Analytical ability necessary to plan and coordinate assigned building construction/renovation projects and develop plans of action to address problems as needed.
