The principal function of an employee in this class is to manage assigned divisions requiring the most comprehensive and senior-level oversight of department-wide functions. Incumbents serve to supervise the activities, process, function, budget and staff in support of an assigned division(s) or functional area(s). Responsibilities may include overseeing program and staff; developing strategic and operational plans; developing and managing multiple program budgets; developing and implementing grants; coordinating and participating in the development of  marketing materials; managing program databases; resolving complex customer service issues; preparing financial and operational reports; developing and implementing policies and procedures; overseeing risk management for assigned programmatic area; and coordinating program resources. Incumbents supervise other recreation staff including conducting performance evaluations, coordinating training; and implementing hiring, discipline and termination procedures.

Examples of Essential Work

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
• Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations. 
• Plans, develops and manages programs, projects, and services; develops policies, procedures and standards; manages and oversees the implementation of programs and services.
• Develops, recruits for and manages consultant provided service contracts; identifies project scope and resource requirements; manages projects and monitors contractual compliance.
• Serves as a primary representative of divisional area to officials, citizen groups, other departments, community and public organizations; responds to concerns and issues; prepares and provides presentations and recommendations.
• Develops and manages multiple program budgets; develops, implements and oversees the administration of grants; reviews and approves expenditures; approves budget adjustments.  Oversees reporting and data maintenance.
• Manage records and information in any format, in accordance with applicable statutes, regulations and City policy, guidance and records retention schedule.
• Performs other duties of a similar nature and level as assigned.


POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

  • Managing and implementing cultural arts programs and public art throughout the City;
  • Developing large multigenerational and multicultural City wide special events;
  • Building partnerships and expanding existing partnerships to provide arts, culture and special events throughout the community.

Acceptable Experience and Training

Essential Duties:

  • Effectively lead people and manage programs in a public-sector setting through exceptional communication, political acumen, transparency in decision-making, and relationship building
  • Set an overall division vision and guide team and resources accordingly
  • Manage budget and resources effectively to include budget preparations and expenditure control
  • Align arts, culture, and special events programs and initiatives with City goals and objectives; lead people, projects, and resources accordingly to achieve them
  • Serve as an advocate for arts, culture, and special events to the City Manager's Office, Citywide senior leadership, and the City Council
  • Serve as an effective partner and liaison to community partners and the Hillsboro Arts & Culture Council, successfully resolving a variety of interests and requests

  • Work a typical Monday – Friday schedule with flexibility to work some evenings and weekends throughout the year for various community events 
  • Cultivate and maintain effective positive working relationships with elected officials, internal City stakeholders, the public, and community partners
  • Utilize strong verbal and written skills to communicate with a diverse group of stakeholders
  • Effectively supervise and provide direction to staff, as well as foster a culture of empowerment
  • Demonstrate commitment to and passion for cultivating diversity, advancing equity, and practicing inclusion as a leader
  • Motivate and engage employees, community members, community partners, volunteers, and other stakeholders toward a compelling and inspiring vision for the future

  • Effectively articulate the role arts, culture, and special events programming plays in engaging a community

LICENSING/CERTIFICATIONS:
Depending on assignment, some positions may require:
• Valid Driver's License and safe driving record;
• CPR/AED and First Aid Certification.

Training and Experience
Bachelor's degree in Cultural Arts, Recreation Administration, Public Administration, or a closely related field; and 7 years of related experience, including 2 years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

The ideal candidate will have 3 or more years supervisory experience in the arts, culture, and special events world, leading a mid-sized team in a community-focused, multi-layered organization. Bilingual in Spanish preferred.
