Job Summary

Performs technical work in the inspection and rehabilitation of dwelling units under the City's Community Development Block Grant program; performs related duties as required.

Examples of Duties

  • Inspects dwellings under the City's Community Development Block Grant (CDBG) program for compliance with applicable state and local codes and ordinances;
  • Coordinates and oversees the repair and/or demolition of substandard or dilapidated dwellings;
  • Makes periodic inspections of rehabilitation work in progress;
  • Coordinates lead abatement as needed;
  • Prepares requests for proposals;
  • Prepares detailed cost estimates for improvement of structures;
  • Determines those structures that are beyond economical repair;
  • Answers requests for service and complaints by contractors and clients;
  • Prepares and maintains records of inspections and related documentation; and
  • Performs related work as required.

Minimum Qualifications

Education:

  • High school diploma or GED, with some course work or training in the building construction and/or inspection field; and
  • At least one year of experience in building inspections or related experience, including some public contact work.
Required Knowledge, Skills, and Abilities: 

Knowledge of:
  • Federal and local housing rehabilitation procedures and guidelines;
  • State and local housing codes and standards; and
  • Building construction methods, materials, and construction estimating and costs.

Ability to:
  • Communicate orally with homeowners, contractors, and others in a variety of settings.
  • Operate a variety of office and assigned equipment.
  • Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
  • Work in a variety of weather conditions with exposure to outdoor elements.
  • Establish and maintain effective working relationships with homeowners, contractors, the general public, City employees, and officials.
  • Perform work requiring good physical and mental condition.

Special Requirements

  • Valid NC Driver's License (Class C).
