General Job Description

This position reports to the PEIMS Reporting Unit Manager in the Research and Analysis Division. Performs highly complex computer programming work.  Develops ad hoc reports and data products for internal and external requests using SAS and provides quality assurance on other programmers' code.  Develops programs to dynamically create web reports and files, and creates and maintains HTML pages.  Researches data anomalies and documents procedures and code. Coordinates projects with the work of other units. Provides technical assistance with web development process, SAS programming, and data analysis. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:

  • Performs SAS programming to respond to requests for education data. 
  • Creates and updates web reports and maintains HTML pages.
  • Performs quality assurance tasks.
  • Documents procedures.
  • Coordinates programming projects with work of other units.
  • Provides technical assistance.

Minimum Qualifications

Education:  Graduation from an accredited four-year college or university. Major coursework in data processing, computer information systems or management information systems is preferred. 

Experience:  Three years of experience with SAS programming and some experience with web development is required.  Prefer three years experience with systems analysis and quality assurance, filling information requests or providing technical support, SQL and Microsoft Office products (Word, Excel).  Prefer knowledge of state educational data sources and file structures (i.e., PEIMS, STAAR).

Knowledge, Skills and Abilities (KSAs):

Knowledge of:  SAS, SQL, HTML, state educational data sources (i.e., PEIMS, STAAR) and programs.

Skill in:  Data and systems analysis, solving complex problems, creating SAS datasets, PDF and CSV files, creating web reports, documenting procedures and reports, providing technical support and using Microsoft Office products (Word, Excel).  
 
Ability to:  Successfully manage workload and meet deadlines, communicate with other technical staff, handle multiple projects, communicate effectively and maintain good working relationships with other staff.

Salary is dependent on qualifications.

Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.

Health Insurance:  After a brief waiting period, your health insurance is paid by Texas Education Agency.  You pay 50% of the cost of dependent coverage.

Retirement:  You and Texas Education Agency each contributes 9.5% of your gross salary into a defined benefit retirement plan.

Voluntary retirement plans:  You may elect to contribute to a 401(k), 403(b) and/or 457 plan.

Vacation leave:  Effective your first day of work, you begin accruing vacation leave.  Your rate of accrual increases based on length of employment.  You may use accrued vacation leave once you have completed six months of continuous state service.

Sick leave:  Employees earn eight (8) hours of sick leave each month.
