This recruitment will be used to fill current and future vacancies with the Tulare County Information and Communications Technology Department. This is a continuous recruitment and can be closed at any time without notice. Typical Duties

Develops and administers comprehensive information technology, communications, and business solutions; Performs responsible and technical work of a high degree in connection with the analysis and development of policies, planning and procedures necessary to successfully supervise the activities of a diversified professional and technical staff engaged in a wide range of projects; Manages a positive customer service relationship with County departments, government agencies and other clients of TCiCT services; Advises and develop information security policy, procedures and programs; Supervises the preparation and implementation of budgets, contracts, and county wide policies; Makes presentations before legislative bodies, regulatory commissions, advisory panels and citizens groups; Performs related duties as assigned.  (Essential duties may vary from position to position within this classification.  Reasonable accommodation will be made when requested and determined by the County to be appropriate under applicable law.)
 

Employment Standards

Education:
Graduation from an accredited college or university with major course work in Information Technology, Computer Science, Public Administration, Business Administration or a closely related field.


Experience:
Five years of administrative management experience in Information Technology.
 
Knowledge of:
The principles and practices of information and communications technology, information security, business and government processes, laws, regulations, and programs; Standards for project management; Information Technology customer service.
 
Skill/Ability to:
Plan, organize, direct and evaluate the activities of a professional, technical and administrative support staff; Analyze and interpret data to ensure effective management; Speak effectively before the Board of Supervisors, committees, and other groups; Negotiate terms of contracts; Prepare clear and comprehensive reports; Read and interpret complex legislation and regulations; Select and evaluate staff; Establish and maintain effective working relationships with staff, other departments and agencies, and the public; Work effectively in emergency and stressful situations. Analyze various complex problems and situations and take an effective course of action.


LICENSE OR CERTIFICATE
Possession of, or ability to obtain, an appropriate, valid California driver's license.
 
DESIRABLE EMPLOYMENT STANDARDS
Possession of, or ability to obtain, certification as a Project Management Professional, Information Systems Security Professional or other Information Technology certification.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening.  Additionally, a background investigation may also be conducted. Some job classes may also require a physical exam.

Bargaining Unit 11

The information listed is a general summary of benefits. These provisions do not constitute an expressed or implied contract and are subject to change.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums(medical, dental, vision and life) and long-term disability insurance premiums. This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO or HMO dental plans which include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 11 set days and 1 personal holiday.

Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave. Sick leave buy back after 3 years of service.

Group Term Life Insurance and AD&D: $50,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.  Provided by Standard Insurance Company.

Deferred Compensation: A voluntary deferred compensation plan is available.
