Description

Under general direction of the Town Manager, serve as the primary contact and representative to The Town of Andover's downtown businesses, commercial sector, and arts and culture communities. The Director of Business, Arts, and Cultural Development will be responsible for recruiting and retaining businesses, and fostering economic development growth within the Town's Downtown and major commercial business districts.

Responsibilities

 
Serve as the functional single point of contact for Andover's business community, building proactive, responsive relationships with the business community and providing assistance in navigating the permitting process within the Department of Community Development and Planning; 

Serve as the liaison to the Downtown business community; 

Develop and execute business recruitment, retention and expansion plans that follow the Town of Andover's economic development goals and initiatives; 

Implement and manage public art initiatives and other economic development projects related to creative placemaking; 

Serve as conduit between the Town and the Andover Arts and Cultural Alliance, the Cultural Council, and any other relevant boards, committees and stakeholders; 

Apply for and manage grants and designations related to cultural development in Andover, including work with state agencies; 

Provides assistance in the development of short and long term economic and community development plans, as well as gathering information and research to achieve such goals; 

Maintain an inventory of available parcels, buildings, and commercial space; 

Identify and plan strategic engagement activities that connect the public with the local business community; 

Advise businesses looking to grow and help identify the opportunities within Andover, connecting businesses to real estate or small business finance professionals; 

Provide guidance to town officials on the needs of the business community; 

Oversee and manage town events and programs that focus on the Downtown or the business community; 

Assist with the development of public relations and marketing plans in both traditional and digital media that help tell Andover's story to the commercial sector; 

Identify opportunities for peer-to-peer mentoring, networking and entrepreneurial training programs; 

Works with the Planning Department and the Assessor's Office on the administration of tax increment financing (TIF) and other available resources; 

Additional responsibilities may include contributing to centralized services.

Qualifications

Skills, Knowledge and Abilities

Ability to recognize and accomplish Town-wide priorities and work cooperatively to support their accomplishment as part of the Town Manager's administrative/management team. 

Ability to conceptualize and operationalize goals and objectives for the division. 

Ability to analyze complex technical and legal issues and to develop relevant and realist plans, programs and recommendations. 

Ability to work with multiple stakeholder groups including Chambers of Commerce, residents, and non-profit organizations. 

Leadership, planning, management, organizational, and supervisory skills. 

Financial management skills. 

Expert knowledge of statutes, by-laws, regulations, codes, policies and procedures relevant to the division's work. 

Ability to market programs and ideas; to communicate effectively verbally and in writing in order to establish positive public relations for the Town, department, division; and the ability to interact effectively with a wide variety of people. 

Ability to work with a citizen board in the context of a Town Manger form of government.
