POSITION DESCRIPTION

Nature of Work
Under the direction of the Electric Manager of Maintenance and Construction, the Electric Construction Supervisor is responsible for the supervision and instruction of foremen, crew leaders, and other employees of the Transmission and Distribution (T&D) Section as required in the construction, operation, and maintenance of transmission, substation, and distribution facilities.

2018 starting salary range of $91,579 to $107,738, depending on qualifications with advancement to $134,673.

DUTIES AND RESPONSIBILITIES

Provide for the safe construction, operation, and maintenance of transmission, substation, and distribution facilities.
 

  • Supervise and instruct the foremen, crew leaders, and other employees as required.
  • Complete performance reviews, conduct safety training, and safeguard adherence to policies and procedures.
  • Resolve problems occurring in daily construction which cannot be resolved by the foremen or crew leaders.
  • Ensure that crews are compliant with all industry safety practices and procedures as they apply to OSHA, APPA, and RPU standards. Confirm all safety precautions and protective equipment are available and used.
  • Supervise contracted maintenance programs.
  • Respond to customer and contractor requests/questions and handle any complaints in a timely manner.
 
Organize efforts as needed with RPU staff for electric construction needs.
 
  • Coordinate with the Work Planner to establish work priorities, inspect work sites, review work orders, initiate requisitions for equipment and materials, and make crew assignments.
  • Initiate clearance requests and consult with the Chief System Operator and/or System Operator, as required, to establish operating procedures.
  • Maintain field files of work orders, maps, clearances, as-built drawings, and equipment maintenance records. Prepare periodic reports relating to performance of the M&C system and status of work in progress.
  • Confirm the proper reporting of labor and materials, as required, for cost accounting purposes
 
Assist the Electric Manager of Maintenance and Construction.
 
  • Support the employment process by assisting with hiring, on-the-job training, coaching, promotion, transfer, and discipline or termination of staff.
  • Assume the duties of the Electric Manager during an absence.
  • Provide consultation and advice regarding maintenance and/or upgrades to the M & C system, mobile equipment, and tools.
  • When needed, make presentations to staff and the public regarding RPU's electrical system and safety.
     
Perform other duties as assigned or necessary.

MINIMUM QUALIFICATIONS

Education and Experience
Completion of an accredited two year Electrical Line Worker training program and five (5) years of full-time employment experience as a First Class Line Worker, with at least two years of lead or supervisory experience;
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may also be considered at the discretion of the hiring manager.

Desirable Qualifications
A Bachelor's degree in Engineering, Construction Management, or closely related field from an accredited four-year college or university.

Participation in training or seminars regarding supervision, electrical construction, safety procedures, hazardous material control, and emergency response.

ADDITIONAL INFORMATION

THIS POSITION IS COVERED BY RPU'S AREA RESIDENCY REQUIREMENT:
In order to provide timely services, RPU has designated specific positions which must comply with an area residency requirement, based on job-related necessity where employees in such positions must reside within twenty (20) driving miles of their normally scheduled work reporting location.

New Hires:
Individuals hired for designated positions with RPU covered by an area residency requirement who do not meet this requirement shall be allowed no more than twelve (12) months, from their date of hire, in order to meet the twenty (20) driving mile requirement.

Current Employees:
RPU employees in designated positions covered by the area residency requirement and who reside at a location that allows them to report to work within thirty (30) minutes from the time notified, prior to March 9, 2012, shall be deemed to comply with RPU's area residency requirement provided that they remain at their current address. If a current RPU employee in a designated position covered by the area residency requirement relocates, their new address/residence must be located within twenty (20) driving miles of their normally scheduled work reporting location and notice must be given to their immediate supervisor prior to relocating to ensure compliance with the area residency requirement.

Promotional Opportunities:
Promotions to designated RPU positions covered by an area residency requirement shall be withheld from employees whose address/residence is located more than twenty (20) driving miles from the normally scheduled work reporting location of their new position, with the exception of employees who are willing to relocate within 12 months from date of promotion in order to comply with the twenty (20) driving mile area residence requirement; OR employees who immediately prior to their promotion were in a designated position and resided at a location that allowed them to report to work within thirty (30) minutes from the time notified.

Noncompliance with Residency Requirements:
In the event that an employee fails to comply with the residency requirement, the employee will be considered to no longer meet the minimum requirements of the position. In such instance, the City will take formal action, up to and including termination. An employee may be granted an extension if there is credible basis, as determined by the employer, for justification as to why the employee has failed to comply. Said basis shall consist of circumstances not caused or controlled by the employee.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: the construction, operation and maintenance of a utility infrastructure; applicable OSHA regulations, the APPA/RPU Safety Manual, the National Electric Safety Code (NESC), the RPU Construction Standards, and the engineering construction maps.

Skill in: providing leadership and supervision to assigned staff; establishing and maintaining effective working relationships.   

Ability to: analyze situations and make sound decisions; take care of outages and storm damage; manage multiple tasks amid changing priorities; work in stressful circumstances; deal tactfully and effectively with the general public; communicate clearly and concisely, both orally and in writing.

CITY OF ROCHESTER EMPLOYEE BENEFIT SUMMARY
 

VACATION: An employee begins to accrue vacation from the first day of regular employment and accumulated vacation will appear on their pay advice.  Vacation may be used as accrued subject to supervisor approval.

Employees shall have the following vacation schedule:

HEALTH INSURANCE: Employees in this position may select from two medical insurance plans. Under either plan, preventive services are covered at 100%.

Base Plan - Four coverage tiers are available. Employees carrying single coverage are subject to a $200 deductible. Employees carrying any other tier of coverage are subject to a $400 combined family unit deductible. Eligible expenses are covered on an 80/20 basis after the deductible has been met. Out-of-pocket maximums are $3,000 per person or $6,000 per family. Once the out-of-pocket maximum has been met, eligible expenses are covered at 100%. Under this plan, monthly premiums range from $54.70 for single coverage to $277.22 for family coverage.

High-Deductible Health Plan (HDHP) - Four coverage tiers are available beginning with employee only then employee plus children, employee plus spouse and family coverage. Under this plan, the City contributes to a health savings account or HSA for the employee based on the tier selected. The employee may use the account to pay for eligible expenses or may save the funds to be reimbursed at a later date with eligible receipts. Individuals selecting employee only coverage are subject to a $3,000 deductible. All other coverage tiers are subject to a $6,000 combined family unit deductible. Just as the base plan, out-of-pocket maximums are $3,000 per person or $6,000 per family. Once the deductible has been met, eligible expenses are covered at 100%. Contributions to the health savings account or HSA will be $1,400 for employee only coverage and $2,800 for all additional tiers. Employees beginning employment during the calendar year will be provided with prorated HSA contributions. Under this plan, monthly premiums range from $49.22 for single coverage to $249.50 for family coverage.

DENTAL INSURANCE: Dental insurance for the employee is provided at no cost to the employee. Dependent dental coverage is $9.18 per month or $4.59 per pay period.

SICK LEAVE: Sick leave is accrued at one (1) day per month worked with no maximum. Sick leave may be used for personal illness, dental and medical care and for serious illness of immediate family.

LIFE INSURANCE: Life insurance for exempt employees is twice the employee's annual salary rounded to the next nearest thousand with a maximum of $250,000. Life insurance coverage is provided at no cost to the employee and is for the employee only. As your salary increases, so will the life insurance coverage.

FLEXIBLE BENEFITS: Under Section 125 of the Internal Revenue Code, employees who enroll in a flexible benefits plan are allowed to use before-tax dollars for employer-provided group health and dental premiums, out-of-pocket health care expenses and dependent care. Using flex benefits helps you have the benefits you need, increase your spendable income and lower your taxes. Health care expenses to be reimbursed become limited to dental and vision expenses for employees selecting the high deductible health plan with associated health savings account.

SUPPLEMENTAL LIFE INSURANCE: Employees may purchase supplemental life insurance for themselves, their spouse and dependent children. This coverage would be in addition to the City-provided life insurance.

GROUP VOLUNTARY LONG-TERM DISABILITY INSURANCE: You may elect any level of coverage between $500 and $5,000 per month provided you do not insure more than 60% of your monthly income. Benefits begin on the fourth month of a disability and are payable to age 65 for injury, sickness or pregnancy. Premiums are based on age group and are paid through payroll deduction.

DEFERRED COMPENSATION: The International City Management Association and Great West deferred compensation plans are available to employees on a voluntary basis. The deferred compensation plan allows you to arrange for a portion of your salary (through payroll deduction) to be paid to you at retirement age. The chief advantage is a tax savings. Income taxes are not paid on the amount placed into the plan because you do not receive the money. Taxes are paid on the money you receive after retirement. Retired persons are usually in a lower tax bracket, thus the tax savings.

PAYDAYS: Standard hours for full-time employees are 80 hours per pay period. Earnings are deposited every other Friday.
