GENERAL PURPOSE

Under general supervision, interacts and coordinates with managers and supervisors to develop work plans and schedules that are thoroughly coordinated with other departments and ensures required materials, tools, equipment, and personnel are available; uses a computerized maintenance management system to maintain and track maintenance related records for equipment and repair job histories, work activities, preventive maintenance schedules, facility logs, and material usage; generates a variety of maintenance performance reports to optimize/prioritize resource allocation; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Maintenance Technician I is the entry level class in the Maintenance Technician series. Initially under close supervision, incumbents perform the more routine duties while learning District policies and procedures and becoming familiar with the variety of departmental systems and practices. As experience is gained, duties become more diversified and are performed under more general supervision. This class is alternately staffed with Maintenance Technician I, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level.

Maintenance Technician II is the experienced/journey level class in the series, fully competent to independently perform duties. This class is distinguished from the lower classification of Maintenance Technician I by the relative independence with which duties are performed.

Maintenance Technician III is the senior/lead level class in the series, fully competent to fill in for the Supervisor position when needed.  This class is distinguished from the lower classification of Maintenance Technician II by the ability to step in to the Supervisory position.
 

DESIRED MINIMUM QUALIFICATIONS

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

  • Perform minor and major repairs in the maintenance of treatment plant, wetlands, lift station and drainage station equipment, structures and roadways.
  • Participate in the preventive maintenance of treatment plant, wetlands, lift stations and drainage stations including appearance and cleanliness.
  • Paint, weld, and sandblast.
  • Perform maintenance operations while adhering to all roles described in the confined space entry procedures.
  • Maintain and troubleshoot grounds equipment.
  • Perform treatment plant and wetlands buildings and grounds maintenance.
  • Assist the Lead Maintenance Technician in estimating materials, cost and labor for assigned jobs.
  • Ensure lock out/tag out of all equipment.
  • Assist in grit channel cleaning.
  • Maintain accurate records and follow maintenance schedules.
  • Maintain good housekeeping throughout treatment plant.
  • Perform work in confined space situations.
  • Operate construction and maintenance equipment such as trucks, tractors, and backhoes for a variety of construction and maintenance operations involving pond levees, drainage channels and road-base roadways.
  • Comply with state and federal laws, regulations and requirements.
  • Utilize proper safety precautions related to all work performed.
  • Build and maintain positive working relationships with co-workers, and the public using principles of good customer service.
  • Perform other duties as assigned.

PHYSICAL AND MENTAL DEMANDS

Knowledge of: 
Basic materials, tools and methods used in general construction, repair and maintenance of treatment plants, lift stations and similar facilities. Principles and practices of work safety. Basic operation and maintenance of motors, pumps, and related equipment. Basic grounds and facilities maintenance.

Ability to: 
Perform concrete and pipe work, welding and sandblasting. Learn to enter confined spaces and perform all roles described in the confined space entry procedures. Learn to perform minor and major mechanical repair on pumps, motors and other District equipment, structures and facilities. Follow detailed oral and written instructions. Perform heavy manual labor. Perform concrete and pipe work. Follow confined space entry procedures. Operate a variety of heavy equipment and power tools. Read and interpret maintenance and technical manuals. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationship with those contacted in the course of work.

Perform minor and major mechanical repair on pumps, motors and other District equipment, structures and facilities. Perform concrete and pipe work, weld, and sandblast. Survey, analyze and take appropriate action with a minimum of supervision. Maintain neat and accurate records. Assist in the training and supervision of others in the safe operation of equipment.

Training and Experience: 
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent; and three years of journey level mechanical, electrical, water/wastewater operations, engineering support, or construction experience providing familiarity with materials and equipment used in 
wastewater maintenance and construction projects; or an equivalent combination of training and experience.

Licenses; Certificates; Special Requirements: 
A valid California Driver's License, Class C with appropriate endorsements, and the ability to maintain insurability under the District's Vehicle Insurance Policy.

  • Maintenance Tech I is required to obtain a Mechanical Technologist Grade I certification within one (1) year of hire date.
  • Maintenance Tech II requires a Mechanical Technologist Grade II certification.
  • Maintenance Tech III requires a Mechanical Technologist Grade III certification.

Alternate Work Week - The District has a 9/80 alternate work schedule
Deferred Compensation - Participation in a 457 deferred compensation plan is available through ICMA Retirement Corporation, Nationwide, CalPERS and MassMutual.  Enrollment is voluntary and 100% employee-paid  
Wellness Program - The District provides employees with a health and well-being allowance benefit of up to $420 annually for expenses related to exercise classes and gym memberships
Health Management: -  The District offers voluntary individual one on one counseling sessions monthly  
Educational Reimbursement Program - The District may reimburse eligible employees for the cost of educational courses related to the employee's work 

CALIFORNIA PUBLIC EMPLOYEES RETIREMENT SYSTEM (CALPERS):

Valley Sanitary District participates in the CalPERS Retirement System, and in the federal Social Security program.

CalPERS Tier I formula of 2.5% @ 55 (applicable to individuals currently employed with an agency that is part of either the CalPERS or a reciprocal retirement system, or individuals returning to the CalPERS system as a new employee with a break in service of less than 6 months). The employee pays 100% of the employee's contribution, which is 8% of base salary.
CalPERS Tier II formula of 2% @ 62 (applicable to employees hired on or after 1/1/2013, and who are new to CalPERS or who are returning to the CalPERS system with a new employer with a break in service greater than 6 months). The employee pays 100% of the employee's contribution, which is currently 6.5% of base salary.
Social Security:  The District participates in Social Security.  The District pays 7.65% and the employee pays 7.65% (6.2% FICA + 1.45% Medicare = 7.65%).
