Help build a better, safer future for business and residents in one of the largest, most diverse counties in the U.S. The County of San Bernardino Land Use Services Department is looking for a Supervising Building and Safety Engineer ready to join a dynamic team dedicated to outstanding service, innovation, and teamwork. The Department seeks a knowledgeable professional inspired by community-based planning, permitting system innovation, interdisciplinary collaboration, and the pursuit of best practices.
 
Reporting to the Building Official, the Supervising Building and Safety Engineer will assign and supervise the work of professional, technical and clerical staff. Duties include:
  • Prepare and sign performance evaluations
  • Participate in hiring decisions
  • Recommend and carry out disciplinary actions
  • Review plan check reports, prepared by assigned staff, that indicate deficiencies in plans, calculations and other discrepancies
  • Assist in settling conflicts with builders concerning code interpretations, requirements, and substandard structures
  • Answer questions and advise the public by phone, e-mail, or in person with information regarding the permit process

The County offers two distinct benefit packages.
The traditional benefit option (TBO) is the County's traditional plan and the
modified benefit option (MBO) is the County's new enhanced wage option.

Traditional  Benefits Option
  • County subsidized medical and dental plan benefits. HMO and PPO options available.
  • 80 hours to start (up to 160 hours after 9 years of service) accruable paid vacation leave with up to 4 years prior service credit to determine accrual rate
  • 11 days paid sick leave with unlimited accrual
  • 14 days of paid holiday leave, including accruable floating holiday
  • 40 hours Administrative Leave with a cash option
  • 40 hours of Annual Leave
  • Generous County pension
  • Eligible to participate in 457(b) retirement savings plan with County match
  • County paid life insurance: $35,000
  • County contribution to Retirement Medical Trust Fund
Modified Benefits Option
  • $1.75/hr wage differential above base pay
  • County subsidized medical and dental plan benefits. HMO and PPO options available, including a low cost high deductible health plan (Blue Shield PPO Bronze Plan)
  • Up to $25/pay period FSA match if enrolled in Blue Shield PPO Bronze Plan
  • 180 hours of accruable Paid Time Off (PTO) to start (216 hours after 5 years of service) with up to 4 years prior service credit to determine accrual rate
  • 40 hours Administrative Leave with a cash-out option
  • 40 hours Annual Leave
  • Generous County pension
  • Eligible to participate in 457(b) retirement savings plan
  • County paid life insurance: $35,000
  • County contribution to Retirement Medical trust Fund if regular HMO or PPO Plans are selected
CONDITIONS OF EMPLOYMENT
 
1) Applicants must successfully pass a background check prior to appointment.
2) Travel throughout the County is required. A valid California Class C driver license is required at time of appointment. Employees in this class may be required to use personal vehicles and show proof of automobile liability insurance. Mileage reimbursement is available.
3) Must obtain Building Plan Examiner Certification from International Code Council (ICC) within two (2) years from the date of hire or be terminated.

Minimum Requirements

License/Registration: Must possess and maintain a valid registration as a Civil or Structural Engineer by the State of California Department of Consumer Affairs.
 
--AND--
 
Experience: Five (5) years of increasingly responsible experience (within the last 5 years) reviewing and examining complex building plans, with responsibility for certifying conformance to State and Local codes, regulations, and ordinances.
 

Desired Qualifications

The ideal candidate will possess more than five (5) years of recent experience performing complex plan review and possesses a Building Plan Examiner Certification from International Code Council (ICC). The ideal candidate will have experience supervising a staff involved in plans review for industrial and commercial development, and conducting building inspections, for a public jurisdiction.
